Did CSM lose Belakor as an HQ option with the Wulfen supplement?

No.

If you own the dataslate, then no he's still a valid choice.

If you only have the Wulfen supplement, then technically he can't be used with CSM.

However I doubt any players would have a problem with this. If they have a problem, it's more likely because of Be'Lakor's "loremaster" effect and Eternal Warrior rather than this.

Wulfen only updated the dataslate for daemons.

Exactly. As long as you have the dataslate that says he is an HQ for CSM, then you are good. His rules did not change in Curse of the Wulfen, just the "taken as CSM HQ" is missing.

Worst case scenario, bring 1 Daemon Troop (Nurglings are cheap, Horrors give more WC) and bring Belakor as the Daemon Aliied HQ.

And 1 box set + extra bases easiliy makes 2 units of 3 each. The instructions tell you to glue all 3 "ranks" onto each base, but the front and middle 'rank' are more than sufficient to fill a base
Then you take the rear 'rank' and some of the spare Nurglings and put them on their own base. BAM! 6 bases out of 1 box!

If you are willing to do a bit of extra work cutting and pasting a few arms and horns, you can actually get 9 bases out of 1 box by placing each rank onto its own base.
But usually 2 units of 3 is enough for most players and the front and middle ranks kinda need to fit together.
