Hello,
I've been playing IG for 2 years now but everyone in my local store plays SM. So with a tactical squad and some minis gifted to me by a friend I compiled this list. Unfortunately this list includes all the models I own and until my next pay check I won't be able to get any more. I still appreciate advice on stuff to buy next just keep in mind it's gonna be in small bits.
HQ
-Librarian ML2 w/ Force Axe
Troops
-5x Tac Squad w/ Melta Gun and Combi-Melta in
-Razorback w/Assault Cannon, Dozer Blade
-5x Tac Squad w/ Plasma Gun and Combi-Plasma in
-Razorback w/Lascannon and TL Plasma gun, Dozer Blade
Elites
-Dreadnought w/2x TL Autocannons
-5x Cataphractii Terminators w/2x Chain Fists
My plan is on utilizing The Chapter Tactics of Iron Hands in making all my infantry tough, with the terminators having a 4++ and a FnP roll. The ITWND Special Rule also ensures my transports and Dreadnought live longer and also restoring some unfortunate Perils the Librarian might suffer. I see this list might lack Anti-Infantry and I consider exchanging the Melta for a Flamer. I put it in there to have an alternative if the termies get killed too quickly. I understand this list isn't very competitive but I like the idea behind it, still I'm writing this for feedback so all of it is highly appreciated.

Iron hands does make your list a bit tougher. It's not bad and you have a little bit of punch everywhere (troops with special weapons, razorbacks and dreadnaught etc). I would normally say that razorbacks are a little expensive but they do get some good guns into your list. The only issue is that your guys with melta and plasma can't fire out of a hatch. I would pick up something fast. Bikes work well with iron hands; they become a bit tougher and you get a feel no pain against things that are strength 8 and 9. You can kit up 3 bikes to do just about anything. Give 2 of your guys flamers and you have a squad that can cook infantry for 73 points. Also, if you just keep adding bikes they can all do very well against infantry with their twinlinked bolters. Or you could give meltas and run up and hit a tank. I usually use a cheap tank hunting unit of 3 bikes (2 meltas, combimelta on the sarge) for 93 points. If you want an extra punch add the multimelta attack bike to the squad. Fast melta is very potent.

One of my personal favorites as a cheap infantry hunting unit is a landspeeder with 2 heavy flamers. It is pretty much a oneshot but totally worth 50 points. You swoop in and cook a bunch of covercamping infantry. Its especially nice because you can do your full move and still use both heavy flamers.

You could go another route and get a predator for some backfield support (he too can be outfitted to do anti-infantry or anti-tank). I would say maybe take the turret off of one of your razorbacks and just use it as a rhino to save points and then just use a predator.

Either way, you have a lot of options ahead of you. You are in no way boxed-in so have a look at just about everything in the codex. Maybe some unpopular unit like scout bikes will catch your eye

The Armoured Task Force formation synergizes really well with the Iron Hands. You can have a lot of bolstered cover and dig in with the tough units. That would take a lot of new models though

You take a dump, you flip through the Dark Eldar codex, the concept art for Lelith Hesperax shows up and you pee on the floor.

I see that bikes are a pretty good cheap option. My only gripe is I hate the look of the models. The landspeeder seems pretty awesome though so I will consider it for my next purchase.

Right on! If you want, you could also go the double multimelta route with the landspeeder making him 70 points. A heads up though, the landspeeder kit only comes with 1 of each weapon. You will have to have another heavy flamer or multimelta lying around.

I play Guard so I got lots left from Leman Russes. With some tweaking I can get 2.

A Dark Place

Landspeeders are the bomb. If you can wiggle them into IH's so they get the IWND, they can be a massively annoying thorn.
I prefer double heavy bolter to the double flamer, just for skirting at range.

Your list looks very solid for 750 points. Good mix of stuff overall. I’d keep the melta. There are enough things out there at still require melta to crack open.

On the topic of speeders, I’m a fan of the TML/HB myself. It’s long range, so can sit back and snipe, without risking getting close. When your armor value can be glanced by small arms, keeping at a distance is a good idea. That said, 2xMM is another solid pick. As I said, some things need the melta, so getting some where it needs to be is a good plan. And melta speeders deliver. They might explode spectacularly afterwards, but normally the’ve already go their shot off first. And if you don’t like bikes, they are another option for fast melta.

As you grow, thinking about formations is a good idea. Lots of free power if you build for it. If the budget is tight, you don’t want to buy things now that will just collect dust later. So plan out where you want to be at 1,500-2k, and work towards that. I’d probably suggest a battle demi-co and a 1st company TF. But at this point, you could still go a lot of different ways.

Yeah I think a battle demi company's gonna be my first goal I also got plenty of scions from my guard army so I can kit them to serve as scouts.
