Currently riding high @ 7:3 in my local GW's killteam league with this.
I'll freely admit it's not even remotely fun to play against, or even much fun to play with. But it works.
Veterans
3x plasma guns - Ignores Cover weapon specialist, preferred enemy specialist
1 x Missile Launcher - Relentless
Carapace Armour - (to be modeled as riot shields)
60 pts base, 75 pts of upgrades
Chimera
Hull mounted Heavy Bolter, Turret mounted Heavy Flamer
65 pts
200 exactly
Basic plan is either coast along krak missiling anything worthy of the attention, followed by ignores cover plasma when it's important. Then power forward to an objective, dismount and open up on what's left.
For the chimera I took the standard Hbolter, Multilaser option originally, but i've found the mobile heavy flamer makes for better results against the inevitable infiltrator, whilst keeping the good armour facing the enemy.
Only army I had serious trouble with was a 20 man IG vet squad with two autocannons and +1 cover, and that only because the krak missile missed its first shot on one of the ACs.
It's entirely possible (and i've done it) to wipe out the Deathwatch Kill team with this in one turn.

Looks pretty solid. I think the only issue you'd have is purely dependent on a board full of terrain, where models can actually hide, out of sight. A sneaky melta bomb on a bike could be bad news... but honestly, it's a good list. How many models total is it? 10? Have you played against a horde army like dozens of boyz, cultists, blood letters, etc? Also, I've seen Sentinels do some real work in Killteam games... not sure how many points they are but I know that every time I have to face one it's a pain. Can you drop some upgrades or bodies to fit one in?

List looks illegal. Per the Codex:
• Up to two (or three, if no heavy flamer is taken) remaining Veterans that have not been upgraded with one of the options above may replace their lasgun with one item from the Special Weapons list."
One of the options above is a Heavy Weapons Team - meaning you can do two special weapons and a HWT or three special weapons. Not both.
Also, Carapace seems less ideal than the Forward Sentries. Plenty of AP4 stuff out there that wounds on 3's. On high-terrain boards (norm in Kill Team), I would prefer the increased Cover Save that is only negated by the much more rare Ignores Cover rule. Since there is no squad coherency, Flamers are not ideal (and thus less common in general). Plus, Defensive Grenades are always useful.
I would recommend at least one Meltagun, maybe one that Ignores Cover to make sure you can take out armor no matter what. I would keep one Plasma and PE is spot on, same with the Missile Launcher. Tempting to tinker with giving that Ignores Cover, though.

Astra Militarum Codex 2013 page 96 bullet points 3,4 & 5 wrote:

The heavy flamer is not an option on the special or heavy weapons list and is explicitely allowed for the 4 (special weapons squad, company command squad, veteran squad and platoon command squad) options in the codex.

1. fortunately my local GW is crammed with terrain as standard. The one exception I played was against death company who got plasma'd in short order. No cover actually works for me since i'm dragging my own around
2. the sneaky bike melta bomb has to contend with 4 plasma gun shots ( hurray for transports allowing overwatch for the contents), one of which will be preferred enemy
3. 10 total, now to be fair a lot rides on the chimera, but so long as it's alive I literally can't be broken thanks to the Fearless rule applying to passengers
4. only horde was the 20 guardsmen - I do expect to struggle a *little* with a proper boy horde, but then that's what the HB/HFlamer is for
Scout sentinel is 35 standard with a multilaser which is *ok* but the sentinel platform is always and forever BS3 since vehicles can't be specialists. The armoured Plasma Sentinel I used for a while, but the value of more single shots vastly outweighs the benefits of range.

Looks like we have conflicting versions of the Codex. Mine is a direct copy-paste from my digital edition. So I wouldn't say I am proudly incorrect.
You sure your wording is the most current? Anyone else want to chime in to clarify?

not 268 and 269 which describes the veteran squad ..which this is

Have you considered swapping out the multi-laser on the Chimera for another Heavy Bolter? I know it sounds stupid, but I've had great results with that loadout in kill team games.

Now this is peculiar; the CCS and PCS both allow you to take 4 special weapons with "Any remaining Guardsman that has not been upgraded with one of the options above may replace his lasgun with one item from the Special Weapons list.". Would this mean there are actually different versions of the codex floating about?

The current Codex is from 2014.. Digital version can be updated ..and if you have the latest update it reads the same as the paper + 2015 FAQ..not the draft faq's..

What he has not done is understood what was written.
The 2(or 3 if no heavy flamer is taken) veterans is a hard number. Those veterans in particular may not have taken the preceding options(of which only the heavy weapon team would still have a lasgun to exchange anyways), but taking those options(say, exchanging 5 veteran lasguns to shot guns) in no way reduce the number of special weapon exchanges.

No, I grasp what I quoted just fine. It cites "above options" and requires the lasgun to be upgraded to a Special Weapon.
You start with 3 potentials (provided the Heavy Flamer is not chosen). Then, you upgrade a HWT, which is above the Special Weapons as a bullet point. This means you are down to 2 special weapons.
However, in my haste to quote (at work) I did quote the CCS. Actually makes sense, since there are only 5 total dudes in that squad - keeps them from gaining a spare wound, essentially.
Anyhow, sorry for the confusion.
I still wouldn't run triple Plasma.
