Its possible make a look out sir against the wound caused by Psychic Scourge from librarius discipline?

Unless the power says no look out sir (possibly focus witch fire with the 1 high charge bonus) yes look out sirs can be taken

But it is a curse, isnt a shoot atack or melee atack, and you only can do look out sir with this kinds of atacks

Psychic scourge is a malediction. Look out sir is not allowed Because the wound is not from a shooting or melee attack.

If you read the actual rules on Look Out Sir, ti boils down to a Wound being Allocated to a model, not the Source of the loss. Some things don't always work because thy aren't Allocated, the model just loses the Wound.
