Have a tournament in just under a month. Been trying to finalise a list before this weekend as this is the most time I'm going to have for painting. This is what I've come up with. Let me know your thoughts on the list, how it will perform, it's positives and negatives and finally it's hard counters. It's ITC style format from what I can make out. (Never played it before) so eternal war missions with mixed in maelstrom using a reduced maelstrom deck.
So, wIthout further a do,

And that's it at 1850 on the nose. A semi decent range of firepower. And incredible amount of mobility. And a minimum of 17 warp charge when the hemlock is in.

To consider:
a. Imperial Knights - Yes, your WK is the answer to that problem, but if the opponent has two IKs, then the rest of your army is hard put to knock out the second IK. And 4 IKs is an army I see often enough.
b. The California meta has had the culexus assassin added on to many lists for over a year. Although your seer council is on bikes, that little puke can be a serious headache to them and all their buffing. I would be sure to talk to regular players going to the tourney to find out how the meta is likely to look.
Overall, the council is a yummy deathstar prone to exhaust port vulnerability  Getting caught in h2h versus an Imp. Knight.
Otherwise, your list should handle most others. Get in many many practice games.

Hi Bud, Thank you for the reply, appreciated.
Imperial knights do concern me, I had a practice game with it yesterday and came up against one. The Wraithknight made short work of it when it eventually managed to get there, but that wasnt until turn 4 as he had me chasing him around the board. Made me think about what I would do about 3-4 of them. I briefly contemplated switching to the cannon knight, but I still think the sword knight is better, and he's painted. So he's likely to stay. I also have the crimson hunters 4 S8 Ap2 shots, and the wraithfighters D blasts to try and deal with knights, so fingers crossed it wont be too bad. Oherwise I'll have to use my speed to keep out the way and hope for kind cards.
I have heard that culexus' aren't ridiculously common, but are seen. Luckily the assassin in drop pod shennanigan has stopped, and the council is on jetbikes, so I should be able to keep well away from him. Alternatvely, if they still allow this drop pod nonsense, I'd be very likely to start the council in reserve.
I know the council getting tied up is a risk. That's what part of the play testing is for. I need to learn to use their speed and keep them out of harms way. Playing with them yesterday, they're a lot of fun. The ability to move, throw out psychic powers and then turbo boost 36" is amazing. I kept being told to take baharroth, but I hate the model, it doens't fit my theme, and removes a lot of the point in jetbikes. The other day i got caught in a combat against an imperial knight with no D weapon. I managed to get sanctuary, will of asuran and fortune off every turn. He didnt manage to get a 6 on any stomps, he failed to kill a single bike in the unit and with doom and prescience i managed to pull 4 hull points off of him in 3 turns. Don't get me wrong, I was lucky with the powers I drew, and it was my poor placement that got them charged in the first place. But it gave me hope.

You bring up a good point for tourneys, that is not about lists:
1. find out how the TO is going to be calling rules. ETC? Their own set? ITC for certain like you stated in the OP? I can't remember if the current ITC FAQ allows them (shared Drop Pods) or not since the spring time Vote.
I recommend loading the ITC FAQ document for quick reference. Or print it. I read it and reread it. Fortunately, my RTT group is quite regular and we've hashed through most of the current rule set for quite some time.
2. Missions: If the TO posts which missions are being played, then a little bit of study and planning are good.

Ok, well they've said the FULL ITC FAQ will be used. Don't know what that means for assassin drop pod nonsense....I've read it once. Missed that point. Need to read it again.
They have pre posted the missions. I can post them up here if you'd like?

No need to, unless the missions are not the ITC preset standard tourney missions, 1 - 6.

You should drop a few jetbike and add mass firedragons. These guys have fusion guns to kill the ennemy team.

Ok, in that case I'm not sure they are using complete ITC missions as there's only 1-5. Each has a primary eternal war objective, with a secondary maelstrom which is picked from a reduced deck of 18 cards and you can only score 2 points a turn, and then the tertiary is slay the warlord, first strike and line breaker.
To the other poster - as for dropping jet bikes for fire dragons.... please excuse me when I say this, but are you mental? To make fire dragons effective they really need an aspect host. They also need wave serpents as their melta has a pathetic 12" range. Yes, they have battlefocus. But that means they're moving an average of 9-10" a turn with out a serpent. This gives them an effective threat range of 19-24" with battle focus, which is 13-18" if you want to be in melta range.
I honestly think that in this list, and along with the game format we're playing, that'd be a really really poor choice.

The only thing I would consider is switching out the night spinners for fire prisms, and dropping one starcannon from the knight to give them both a ghostwalk matrix. I slightly prefer the firing options of the fire prism, but either way I would drop the starcannon(s) to upgrade the grav tanks for survivability

Yeah, if the cannons weren't stuck on I'd do exactly that.
I've got 2 prisms. They were the first two I had. But they've been ok-ish for me. And both ghostwalk and holo fields are nice to have. But don't help them all that much. The spinners I've added relatively recently. And so far they've been amazing. Even though I'm running them stock. BUT the knights cannons do often do nothing. They are in fact a bit of a waste. I contemplated dropping them both and giving a seer the shard for fearless on the council. I *might* try and snap them off and paint over.

If Objective cards are being used, then no, it is not straight up ITC. ITC have you roll Maelstrom Obs for each player turn, on a little table that is on the specific mission sheet.
Your tourney sounds really close though, depending on which 18 cards are being used, meaning the mission won't be played too differently.
Also, some missions, (if the TO is sticking with the mostly ITC format) will have Big Game Hunter, Table Quarters and others, as the tertiaries, not always FBlood, SlayWLord & LineB. Important to keep in mind each mission! I've lost due to thinking of the main three tertiaries instead of King of the Hill or which ever is on the mission.
Yeah, that guy posted in another thread or so, with a pointless, no explanation "Go fire Ds!" recommendation.
PM me once in a while with some practice game results. I've been playing eldar better and better for the last couple years, so I might be able to fine tune some play strats for ya.

Also decided on a list change. Going to snap the two guns off of the wraithknight and give the warlord the Shard of Anaris. Fearless for the council is definitely a good deal. Yes, I'll use the guns more often, but I'll be so happy when the fearless comes into effect.
