Is there any box thats readily available that would count as a starter army? I remember there was a big box about a year or 2 ago that had necrons and some other army as a starter set but I cant seem to find one. Im looking to start playing as necrons and looking for the best value.

I don't think Necrons have ever been part of a 2-army starter set. The old Battleforce box (Ghost Ark, 20 ish Warriors, 5 Immortals/Deathmarks and some Scarabs) was good value, but is not sold in GW stores anymore, so if you see one of those I'd suggest picking it up.
The "Get Started" set has a Triarch Stalker, which makes it difficult to make use of buying multiple boxes.

Hmm I guess its the battleforce box im thinking of...Well I do have 1 triach stalker, though I may need 2 more to have avalibility of all 3 weapon options. Can always use more necron warriors though.
Wasnt there also something like a complete box or something a few years ago? I remember a $150 box and it was at least as big as the starter sets box wise but supposedly had everything? Im not quite sure. Im just getting into this mostly for collecting But I am curious to find the best value for getting a complete set of all necron kits, even not produced ones.

The £150 box would be the MegaForce box and came with a fair amount of stuff you got;
1x Catacomb Command Barge/ Annihilation Barge & Overlord
5x Immortals/Deathmarks
24x Warriors
1x Doomsday Ark/ Ghost Ark
1x Triarch Stalker
6x Tomb Blades
6x Scarabs
1x Spyder
Fair amount of stuff with huge savings, though finding one is a mission these days/ I'm not looking hard enough.
You could always opt to get the Reclamation legion web bundle on GW website, comes with every unit type within the Rec Legion, bit more expensive but it is a bundle haha

Supposedly there will be 4 40k mega forces for the christmas sales this year - I've not seen any news as to what faction, but it might be worth checking out.
It's BoLS though, so take it with a pinch of salt ( http://www.belloflostsouls.net/2016/11/gw-rumors-holiday-mega-bundle.html)

Too early to know what armies though.
The "obvious answer" is the classic 4 - SM, CSM, eldar and orks.
However, crons tau and nids could all easily take the orks place.
And even CSM ain't safe. Given the fact they are clearly headed to a total rework (new 1ksons upcoming codex is a dead giveaway that chaos is changing) this might not be the time for them.
And SoB could theoretical take SM place. We know they start getting models in December, and a SoB megaforce? That's a sure seller. No need for two imperial though.
In my dream scenario we'll get SoB, 1ksons, GsC and FSE.
But as said, dream.
Anyway, back to necrons.
Getting started kit is good. And if you can get your hands on a good priced old battleforce it's even better.
