As I'm reading it, you can give a Kommando model a burna, then promote them to boss nob. Anyone see any reason it doesn't work? A flamer/power weapon on a Nob profile seems pretty good, thinking I may do so for Kill Team. Would be fun to model too.

It depends on how you look at unit upgrades, really. There are a few LOOOOOOONG discussions about this concept around here, and there is nothing really solid on how it works.
Are Unit Options processed in a Top-Down manner?
Do Unit Options undergo a "final verification" which checks to see if their current status is allowed to purchase what they have?
Does a normal member of a unit that gets upgraded have their equipment reset, or can they keep upgrades from before?
So many questions that have no definable process in rulebook or codices. What I can tell you is that an "ad hoc"/buffet method of going back and forth across the Options list if we go by the Draft FAQ.
Strategically speaking, Nobs are better off focusing on their Attacks and Power Klaws, but that's best saved for list threads.

GW addressed this sort of in one of the Space Marine FAQs up on their face book. I think Dark Angels but it could have been C: SM. Someone asked if in a command squad you could first give a veteran a powersword then upgrade them to an apothecary thus creating an apothecary with a powerweapon instead of the usual chainsword. The answer was yes. I would do more footwork but I'm pretty sure you know what facebook is

Actually the answer was no.

Greebo had spent an irritating two minutes in that box. Technically, a cat locked in a box may be alive or it may be dead. You never know until you look. In fact, the mere act of opening the box will determine the state of the cat, although in this case there were three determinate states the cat could be in: these being Alive, Dead, and Bloody Furious.

It was actually no, the picture was wrong, and the text associated it corrected it.
In addition, there are some unique differences between the Command Squad and the Kommando Squad. The Nob upgrade for a Kommando Squad is listed after the option to equip with the Flamers. The Apothecary upgrade for a Command Squad is before the option to equip any equipment upgrades. So, other than eliminating the "ad hoc" variation of Unit Upgrades, it really doesn't give a proper explanation as to how it is supposed to work in the situations like Kommandos.

The permissions order feels like it allows the burna, but then the Dark Angel command squad also seems to allow a standard bearing Apothecary... the rules writers need to tighten it up.
