Okay, so I know this list probably isn't all that original. Two questions:

1) Do ya'll think it'll win consistently in a competitive setting?
2) WIll anyone actually volunteer to play against it?

Wave Serpents are, for the most part, long past being competitive. I know one guy, locally, who ran 3 serpents, fulla FireDs. Now he uses the Falcon Cloud thingy, with 3 crews of FireDs, and does okay.

Is this a token HQ? A Warlock costs less and could cast a spell here or there. An autarch's Reserve buff doesn't seem to have a place here.

DAs and Vypers are sub par troops and Fast Attack. Vypers are too easily killed with their low AV, and DAs are short on armor saves.

Look into a formation?

Overall, this imho, is not competitive, looking mostly like a list from 6e. Far too many points are shoved into transports that aren't good gunships.

I’d agree that it looks like a list out of the last edition.

While it might not be up to snuff for a modern competitive game, I suspect it would serve you well at a more casual level. You have good mobility, and a decent mix of firepower. If you were building the army from scratch, I’d make a few changes, but if you had it on the shelf and wanted to get some games it, it would work. Not tournament level, but viable.

Besides being tainted by the name “Eldar” this list has pretty much none of the things that people complain about with them. No psychic tricks, no D, no bikes, no formations, no WKs. You might run across someone with past trauma from the serpents, or older grognards who played against falcons back when they were broken. But anyone being vaguely sensible should be willing to play against it.

You ask two questions, and they are a hard balance for an Eldar player. If you want to win in a competitive setting, you generally end up with a list that people wouldn’t volunteer to play against. Unless they are also going for a top-level tournament game. Which many people do; but not everyone. Eldar players more then most need to know their foes. 40k is a fun game when both parties bring lists at the same level. You bring a tournament list to a casual game, or a fluffy list to a cut-thought game, nobody has fun. And Eldar are very powerful. Even their “meh” units do just fine on the casual level, and when they touch the throttle, their power level goes over 9,000 in no time.

So how much do you want to tune your list? Who do you play against, and what level do they play at?
