I really don't understand anything in this supplement (angels of death). The Command page for each codex chapter says you have Command and Core. Now, for example Crimson Fists are having the same as Imperial Fists so this means I cannot use Storm Lance battle demi company, because they dont have it as either command or core detachment? Ultramariens also have some other formations and it seems they cant use this formation either.

But there is nothing in the formation that is telling me I cant... I mean it is written ".. it is most favored by mobile chapters as White Scars" but there is also written "the most frequently used by the Adeptus Astartes". Also as it is in all description it is said that instead of captain i can choose one of the following: Sicarius, Pedro et. etc.

In a nutshell, can someone confirm who can use this formation, because so far it seems that only Iron Hands, Salamanders and White Scars can use it

Any Chapter may use the Stormlance Battle Demi-company as a standalone Formation. It however can not be used as the Core in any Strike Force other than the Scarblade Strike Force Detachment which is restricted to the White Scars Chapter.

What Restrictions are listed in the Stormlance Formation datasheet? Do any of them mention Chapter Tactics?

Remember, any Formation can be taken in and of itself. To use it with a Strike Force Detachment, you then have to follow those Strike Force Detachment's restrictions (if any).

For example, the Stormlance is a Core option for the Scarblade Strike Force, but not the Gladius Strike Force. The Scarblade Strike Force requires all units to be drawn from the White Scars.

So, you can take an Ultramarine Stormlance battle Demi-Company, but it will not it will not be able to access the Codex Astartes (Gladius), Company Support (Gladius), Lightning Assualt (Scarblade), Ride the Wind (Scarblade), or Maximum Impact (Scarblade) Command Benefits. The units in it will only be able to access the Clear and Sweep and Mobile Firebase Special Rules, along with their Chapter Tactics.

There are no chapter tactics mentioned into the supplement under this formation, but I guess I cannot add into Gladius Strike Force, however I am nto sure If i can just take them separately as Stormlance + Supression force and run this as Imperial Fists.

They are two separate Detachments, so long as you provide the enough models for both to operate independently, you can. You can even have the Stormlance be Raven Guard and the Suppression Force bet Imperial Fists. The Chapter Tactics choice is not army wide, just limited to the detachment in question.

If you want to use one of the bigger "Strike Force" detachments, you MUST adhere to the rules defining the Strike Force you picked.

The Stormlance Demi-Company itself is a Formation. That means it can be taken as an independent detachment (basically: an army of it's own), but units within will only benefit from the Stormlance itself.
You can have it be part of a Strike Force instead if - and only if - that Strike Force allows this formation specifically.

The Gladius Strike Force does not mention the Stormlance Demi-Company as a choice, so you cannot select it as part of the Gladius Strike Force. The Flameblade Strike Force lists it as a Core choice, so you can pick it as such if you're running a Flameblade Strike Force.

TL;DR: The Stormlance Demi-Company can be taken as a Core Choice for the Fist of Medusa, Scarblade and Flameblade Strike Forces (Iron Hands, White Scars, Salamanders). If you want to use it outside of these three you will be forced to run it as an independent detachment.

God Emperor, why everything with SM chapters is so complicated? I guess that is because they are so flexible army, but sometimes I wanna toss everything in ebay and switch to necrons...

It isn't that complicated really just check the restrictions on the formations and you are done.
