These are treated as Flamer Weapons for the purposes of the rules.

Radiant Armour
This majestic armour, forged in the sun itself, grants a 2+ armour save and a 4+ invulnerable save. In addition, it grants the bearer a 2+ FNP against Flamer weapons, Melta weapons, Pyromancy powers, and anything with Soul Blaze rule. Finally, it gives the bearer the Eternal Warrior special rule.

Paired Weapons-Aurorum Hooves are a set of weapons, granting +1 attack for having multiple weapons

Alicorn
A model with this special rule also has the following USRs: Deep Strike, Move Through Cover, Hammer of Wrath, Hit And Run, Feel no Pain (6+), Outflank, and Vector Strike. A model with this special rule is always a Psyker of one level or another. Finally, a model with this rule may choose to move as if they were a Flying Monstrous Creature instead of moving normally, and moves 18"-36" instead of 12"-24" when moving in this manner.

Royal Decree
A model with this special rule and any unit it is joined to may choose to pass or fail any morale test they are called upon to make.

Sun Goddess
If a model with this special rule is on the table, there is never Night Fighting, and this model can never benefit from cover saves. When a model with this special rule arrives via Deep Strike, all units within 12" must take a Blind test. (Friendly models may reroll their blind test.) In addition, a model with this special rule is able to affect models normally immune to flamer weaponry with them (such as an Avatar of Khaine) though such models instead receive a 3+ FNP against weapons they would normally be immune to. Finally, a model with this rule harnesses Warp Charges for Pyromancy powers on a 3+.

Reasoning for points is as follows:

WS worse than a Captain, but better than your average Space Marine.
BS of a Captain or Techmarine, and with Twin-Linked guns to boot.
S and T are fantastic, better than Space Marines (except FLIPPING CASSIUS!) by a long shot.
W are the same as a Chapter Master.
I, though, sucks pretty hard for a real CC character-it's good, but it ain't gonna win her any fights.
A is pretty good though. She's a solid CC contender, just not a champ.
Ld is obviously good, not that she needs it with Royal Decree.
Sv is obviously good, but a lot will ignore that.
100 Points.

Psykery:
She knows everything from Pyromancy, and manifests it on a 3+. This gives her some nice mind bullets, but Pyromancy is generally considered not the best discipline. Knowing all of them guarantees her some solid powers, but nothing game breaking like Veil of time.
120 Points

Wargear:
Sun Bolts are either a 12" Krak Grenade (nice, but nothing great), a rapid fire AP3 Krak Grenade (very nice, but then again, you're paying a lot for 2 shots), or a Heavy 3 Lascannon with -1S, which is VERY GOOD. However, Celestia lacks Relentless, making the Heavy version not the most useful. 30 Points.
Radiant Armour is a 2+/4++ with EW and almost immunity to flamer type things. 30 Points (mostly for the EW).
Aurorum Hooves are Power Mauls, basically. She does have Smash, but that's accounted for under Special Rules. So I'd just rate this at the cost of a normal Power Maul. 15 Points.

Special Rules:
Alicorn is the big one, granting a slew of USRs. Deep Strike is not that useful-Celestia has mobility enough to go wherever you need, and Deep Striking without scatter reduction is a bad idea on a pricey model. Move Through Cover and Hammer of Wrath are both useful, but nothing game breaking (especially when she's a Beast type). Hit And Run is VERY useful, especially for the more shooting focused unit that is Celestia, letting her avoid close combats she doesn't want. FNP 6+ is just a nice bonus. Makes her slightly tougher. Outflank ain't that good, but it can be trolly. Vector Strike is obviously nice, since it lets you pick people up and murder them that way. And the big 'un, moving like a Flyer. That's probably the most useful ability. Key, though-Celestia lacks Relentless, meaning if she flies, she's always snap shooting her Heavy Sun Bolt. 25 Points.
Acute Senses is barely worth mentioning, but it fits. 0 Points.
And They Shall Know No Fear is mostly there so she can flee from combats (with Royal Decree) without risk of being overrun and still shoot right next turn. With Royal Decree, this rule is not as useful as it might seem, but I'd still rank it pretty nicely. 10 Points.
Blind is a good rule. 5 Points.
Independent Character is there because that's what she is. 0 Points.
Psyker (ML 3) was covered in Psykery above.
Royal Decree is a DAMN POWERFUL rule. I'd rate it very highly. 20 Points.
Smash makes her AP2 in CC and gives her a single S10 attack if she chooses. 15 Points.
Sun Goddess was mostly covered under Psykery above. The lack of cover thing isn't a big deal, since she has a 4+ Invuln. Blind on Deep Strike is nice, but not worth that much since Deep Striking Celestia is a risky-butt move. The ability to hurt normally immune models with flamer weapons is basically a necessity, since everything but her hooves are flamers. 10 Points.


Overall, I feel like I might've gone a little bit too high with her points cost. She'll get crumped good by any real CC character with I5 or better, though it'll likely be M.A.D. against I4 models, and she stands a good chance of killing Unwieldy models.

For comparison's sake, a 5 man terminator squad that gets charged by her (and challenges, because that's the smart move to do) will take 6 attacks, 4 hits, 3.33 wounds, and 2.22 dead termis. The remaining 2.78 terminators will swing back with 5.56 attacks, 2.78 hits, and 2.31 wounds, of which 1.16 go through. Next turn, Celestia gets 5 attacks, 3.33 hits, 2.78 wounds, 1.85 dead, leaving one termi left. He swings back with 2 attacks, 1 hit, 1 wound probably, and half a wound after her save. Celestia then Hit and Runs away. So okay, she's pretty good against Terminators.

But if it's a 10 man squad, which is STILL LESS POINTS THAN HER, they get 7.78 live ones after she charges and kills 2.22, 15.56 attacks, 7.78 hits, 6.48 wounds, and 3.24 through her save. She now NEEDS to Hit and Run away, or else she's going to die next turn in CC.

Marneus Calgar, for another comparison, gets 5 attacks before her, hitting on 3s. 3.33 hits, 2.78 wounds, and 1.39 through her saves.

Okay, math has been run, and she actually stands up well to CC characters. T6 and EW go a long way. While she still isn't as good as someone like Calgar offensively, she still packs a good punch and is hard to kill.

I dunno. Let me know if you want any more comparison run, I'll do the math, and let me know what you think of her balance-wise.

It's funny you posted this, I was looking over a parody "Battles for Equestria" document I made some time back

The various factions:


Canterlot (Leader: Princess Celestia)
- similar to Ultramarines, Celestia's honor guard are highly trained and motivated warriors ready to fight and die for their princess. Her forces are mainly comprised of magic-wielding unicorns.

Nightmare Empire (Leader: Nightmare Moon)
- , these night raiders of the eternal darkness are essentially Chaos space marines (Night Lords)

Changling Empire (Leader: Queen Chrysalis)
- Similar to the Necrons, with shapeshifting powers

Cloudsdale (Leader: ?)
- Similar to eldar, the floating city of Cloudsdale is akin to a Eldar craftworld
-- Wonderbolt

The Free Cities (Leader: Mayor of Ponyville)
- Based on the Imperial Guard, the free cities include Ponyville, Manehatten, Appleloosa, Baltimare, Filly Delphia and Los Pegasus. Though they pledge allegience to Princess Celestia, each has formed its own militia to defend against the myriad evil forces they face in Equestria

Shadow Empire (Leader: King Sombra)
- similar to Dark Eldar, the umbran warriors of the shadow king seek to enslave the ponies of Equestria to work in the mines of his new kingdom

Crystal Empire (Leader: Princess Cadence)
- Based on Sisters of Battle, allies to Canterlot and Ponyville

Zebra Herd (Leader: Zecora)
- Similiar to the altruistic Tau, the zebras use their unique potion magic to bring peace back to the lands of equestria - by force, if necessary

Everfree Forest (Leader: King Aspen)
- Think Space (Timber) Wolves

Griffonstone (Leader: King Grover)

Discord
- similar to Tzeench, this lord of Chaos follows his whimsy to bring randomness and suffering to equestria.

Lord Tirek -
- similar to Khorne, this unholy magic-stealing centaur has enlisted a host of lesser centaurs to abduct and bring ponies to their master so that he can absorb their magical power for himself

Yes, but Celestia has 4 Hooves!

And Dark Eldar DO get bonus attacks for paired weapons, so. I suppose I could remove that (given that she has a pistol) but does it seem necessary to you?

I don't like giving blanket immunities. It's part of why I let Celestia punch through immunities.

Overall, do you think Celestia seems balanced and pointed appropriately?

Yeah, not much for blanket immunities myself, but thought it was worth pointing out.

I can't speak much about points - I'm rather bad at such; best I can say is she strikes me as a Tervigon with a Tyrannofex's gun as far as points/survivability.

She doesn't strike me as broken by any means, but she does strike me as being a bit mechanically busy. The Alicorn rule might make sense if this were part of a book with various pony types. You could liken various pony powers to marks of chaos and think of Celestia as the pony equivalent of Abaddon with all the marks. As is, I see no reason for it to be its own rule rather than simply giving her the various rules included under its umbrella. Only the different movement rate seems to warrant a non-USR rule.

Overall, it seems fine, but you could also remove a lot of the wordyness. No need to explain that her hooves give her an extra attack when you could just as easily add one to her Attacks characteristic, for instance.

. Psychic tests are unfluffy. Your longing for AV is understandable but misguided. Your chapter doesn't need a separate codex. Doctrines should go away. Being a "troop" means nothing. This has been a cranky service announcement. You may now resume your regularly scheduled arguing.

It's mostly there for something like the "Disarm" rule that that one Eldar has. Giving her one more attack wouldn't do that.
