That looks very much like a bit for a new Draigo, or New Grey Knight Dude in Terminator Armor for the Book III: Grey Knight Krackalackin'.

I would be okay with this, but it is an Indomitus Pattern back, not a Cataphractii Pattern back. It certainly could just be a new Terminator Librarian, but where is the fun in that?
It's not a complete model. All we got was a tiny bit of it.
What sets Cataphractii and Indomitus apart? The widened back and the shoulderplates. If you built the Cataphractii Captain from GW, there's definitely a way that it could be done in such a way.
I'm still going for Ezekiel in TDA though. Between the gunslinger pistol and the hintings in FoC about a lone black-armored Astartes getting a relic from inside of an Inquisitorial fortress' most secure vault...
I'm thinking the third book might have Cypher, Ezekiel, Belial, and Azrael with the latter all in TDA.
Indomitus has the sort of T shape with vents on either side, which is what this piece displays. Cataphractii has a generator with tubes coming out. If it is Belial, that would make sense as well. Dude should going after Cypher like nothing else right now. I agree that Cypher is almost definitely going to get a new model (which makes the fact I just bought him REALLY irritating, but also par for the course. Happened to me with Devastators and Assault as well).

Since they're about to release a new Lord of Change, it would make perfect sense for this to be a re-done Brother-Captain Stern, given who (or rather, what), his arch-enemy is.

Lady Atia said there's more than just Celestine coming, but didn't really commit too heavily to a timeframe.

Hmm, in all likelihood it's draigo or some other GK character due to the configuration of those cables being exactly the same as draigos current cables. But that woudl seem surprsingly obvious compared to previous leaks and that left shoulder looks a bit weird and what's the deal with that concave shoulder on the right where the arm would connect to?

It would be nice if it was a customisable Grand Master kit, as we have never actually had one for GK.
Highly doubt it but could be either of the two culled GK characters: Grand Master Mordrak or Justiciar Thawn.

Mght be mistaken, but I don't think we'll get any release other than special characters until 8th edition hit (New editions are traditionnally in june IIRC)

I'm going with an Astartes Triumvirate with the following characters:
New plastic Dante
New plastic Draigo
Redone plastic Emperor's Champion. (Or, alternatively, new Plastic Azrael)
I say the Emperor's champ as the last one because the Templars were featured in the Fall of Cadia I, and the current Emp's Champ model has a holstered bolt pistol on his leg. The model has been around a long time, and the new pistol teaser shown would, to me anyway, make sense to give the Champ. It's an old school heresy era relic bolt pistol given as wargear along with the Black Sword once he's chosen as the champion.
It would also lead nicely to one of the loyalist Primarchs returning being Rogal Dorn as was alluded to by a point regarding Trayzn having a "Massive man in golden power armor" in his tessaract vaults.
That's my take on it. May be completely off base, but it would be a way to give two or three of the non standard book marines something nice in the form of updated Lords of War that other Imperial armies could potentially have some fun with.
Add salt to taste, and take it easy.
