Can the Land Raider Excelsior use Tactical Authority on itself? Also, if I use the Rhino Primaris's Orbital Array to Coordinate Reinforcements on the first turn, can I make an model in reserves come in on Turn 1?

Technically...yes? 0" is less than 12". It is whether or not a unit can be subject to its own ability is where I am a little fuzzy. I would think it could, but I wasn't totally certain.

It only asks for the target to be a friendly unit within 12". If the Land Raider Excelsior fulfills both of those then it is valid.

Sounds good. I suppose it would have to say if it wouldn't be able to affect itself. Skyfire Grav Cannon/Grav Amp here we come!
