Just looking at the new deathguard stuff and it says anyone with the VOTLW now have relentless.

Does this means CSM with bolters can rapid fire and THEN assault? or does it make the bolter an assault 1 weapon?

This is worth clarifying:
Rapid Fire weapons always rapid fire. Even if you only shoot one shot from a Rapid Fire weapon, you still cannot charge, since you shot a Rapid Fire weapon. Rapid Fire weapons just get an additional shot if your target is close enough. When they are close enough, I call it "double-tap" to avoid confusion with the weapon type.
If I am 2" away from your unit with a squad of 10 Marines and each model shoots 1 shot from its boltgun, they can't charge because they have shot a Rapid Fire weapon.

To clarify, if you have a Crisis suit with a plasma rifle, it cant assault (lets say, it actually wanted to..) and fire the rifle, even though it has relentless?

Except the Relentless states you can. It's right in the rule.

This is correct relentless says may charge even if unit fired rapid fire. Heavy or ordinance weapons.

So a bike can fire its bolsters and still charge. Or criss suits fire there plasma weapons and charge (don't know why they would)
