More like the torso, but yes pretty much.
Personally, I've always viewed skimmers as hovering high enough off the ground that an assaulting force could duck under the hull to get to a unit on the other side. Skimmers can fly over terrain like it's not there, they're not like cars.
In theory I could imagine that, but as well as it breaking an important rule of 40K (not moving through enemy units) that also assumes that the Fire Warriors haven't told the driver about the impending assault, moving the skimmer lower while the Fire Warriors scramble to get on board before they're assaulted.

You mean, through the completely opaque Devilfish model that blocks LOS between the two units as effectively as a solid wall?

More like a solid wall which can float and thus gives a certain degree of vision to the enemy while still blocking them. The Fire Warriors are on one knee, firing through the gap between the ground and the vehicle. And as it's not half as low as a car, they're not just hitting the enemy's feet. I'd say their pulse carbines have a good 3 or 4 feet to shoot through; or you could just say that the Devlish is high when they're firing and low when the enemy is assaulting. Either way, that's how it was.
