I am breaking out all my 40k troops, and I found an IG metal model I can't identify. The bottom of the base says GW 2003. I tried finding the info for him, but came up empty handed. I don't think the head is aftermarket, but I'm not sure.

It's just an old Cadian metal Sergeant.

Cadians had metal Sergeants or Lieutenants along with special weapons after the original Cadian plastic kits came out.

Back in the 90s I had about ten glorious kilograms of them. It does have the shoulderpads from the c.2002 kit though.

The head on that model looks like it's from a WHFB Empire kit.

Then why are they in the style of the plastic kits instead of the old metal Cadians from the 90s?

Converted metal cadian from the newer look. There's a ton of different models from that wave. The plastic cadian kits lacked a ton of options until the command box was released later, so to fill the gaps GW released a ton of metal models.
