As for Tacs on foot, I've got the ome rhino (Well technically it's a heavy bolter Razor back, so the tacs get a skylight.
I plan getting a drop pod as I said, give the foot-tacs that?
That would roughly double the amount of turn 1 'in your face' stuff.
Then give them both H.flamers?
Where would I get the points for this?

Keep the Libby Dread. In fact, lose his Pod and deploy him on the board from the start. At worst it'll soak up attention from your expensive infantry and armored vehicles.
Definitely switch out that Sanguinary Priest's jump pack for the Angel's Wing. It'll let you no-scatter that biiiiiig Sanguinary squad and gives them a FNP buff. Plus it's snapshots against the your Guard until your next turn.
Also...just a Bolt Pistol??????

Single psykers are basically useless. Drop the libby dread. They aren't that good anyway; they are very overcosted.

Walk the dread? That sound's like a really bad idea, assuming the enemy doesn't move (and I find it far more likely they'd move away from it) he'll only assault turn 3 at best
Am I seeing the right Angels Wing? The codex one just lets you re-roll scatter, and forces interceptors to fire snapshots. Nothing about FnP
And the bolt pistol is because I generally find other pistols to be very expensive, and that bolt pistol results in +1 attack for the only character in that unit. I could drop the sword and pistol, and have him just hide from challenges. That'd save like 20pts and he isn't *that* good come to think of it.
As for nay-sayers, the libby dread is honestly there because his only alternative I can field is a duel blood claw dread (the frag cannon from the box is on his buddy) and from my momentary glance at my new local club I didn't see any 'psyker armies'.
If I dropped him what would I replace him with?

Drop libbydread and give the pod to the tacticals.
Death company costs 140 for a 5 man squad with power fist and jump packs. They really know how to bring the pain to your enemies.
That would leave you with some points to play around with. I really like giving the sergeant of my tactical (flamer-) squad a power fist and combi-flamer and just let em close in in their rhino. Three flamers (one of em heavy) can really be surprisingly good (and you have a fist in case of melee).
Also, hand flamer on the sanguinary priest. I know it's only S3, but its a template so it hits automatically and it will usually hit enough models to get its points back.

I'm wary about using lots of flame weapons, because now that the front guys die first, your flamers are always the first to get killed :/
And when that's my S.Priest, that's really really bad.
The death company could be interesting, the tactical squad with a power fist and Combi-flamer would need a flamer and sergeant remodelled, but I've got spare bits for just that purpose.

Keep the Libby dread in a pod, if you have no issues with forgeworld pay the extra 15 pants to a Lucious pod. No one will complain about it not being the model from FW since they are both drop pods. Stop taking tacticals, never worth it in BA take cheap as dirt scout squads sneak them through cover and assault when your oppent doesn't see it. A 5 man unit throw 15 attacks at Str 5 In 5 with pistol and CCW. Significantly cheaper, plays to the codex's strengths and provides units that have potential to roll fantastic and kill some expensive models or bog a unit down for a turn or two.

Since you are going to play the sanguinary guards, how about taking the Golden Host formation?
@ BloodPigeons89B: that tactic with the scouts seems so risky you are basically giving away first blood to your opponent or am I missing something?

That's not the problem: being the lone psyker is the problem.
