I'm seriously considering Night Lords as my 30k Legion but am currently wondering what would be the best kit to create the Terrors from?
I was thinking Vanguard Vets for all the bits but they're exceedingly imperial with all their iconography and so they wouldn't be a great choice.
Any suggestions?

FW MkIV is expensive, so I suppose a Calth box + selling excess before buying assault marine arms would be best.
For another point, I've been trying to look at Atrenamar ( NL Terminators). Most art depicts them as in Cataphractii yet Tartaros would make more sense for their tactics --- is there any definitive fluff for the armour they use? I will go with whatever is fluffier --- if they used Cataphractii, so be it.

honestly you're better off getting a calth box, ordering 30 volkite chargers from forgeworld, and rockin 3 10 man choooom squads.
The Volkite is "equipped" so it does not replace the bolt pistol/combat blade. what you get is a strength 5 assault 2 gun and all the melee benefits.
I take 3 squads and put them in drop pods and they do really well.

GW also sells Mk IV Boxes, but they too are expensive. Three 10 man squads cost the same as BaC, so you should get BaC. You could have your Atrenamar (who you'd have to run as basic Legion Terminators) be a mix of Cataphractii and Tartaros. Some would have preference for the extra protection and others for the extra movement.
Like Stormotron mentioned, you'll probably want some Volkite Chargers for them as well to lay on the hurt and have a better chance for your Terror Squads to outnumber their targets by killing most of them before you get to melee.

If you wanted more of a random look to them (Terror Squad members always struck me as very individualistic) then you can mix the MK4 marines with the Khorn Berzerker box. It's got some very 30K looking parts in it, lots of close combat weapon arms too. It's even got some Skull faces that would work if you cut off the bunny ears.

That's actually a great idea, ty. I'll also have bodies left over for things like apothecaries or chosen etc.

Yeah I think 1/3 of the guys actually have MK4 toroso (straps with the vent on the front) then there's some ones with really stripped down armor that has a grenade satchel on it.
I have a box to mix with MK3 parts to make my IW assault squad (they're going to be very patchwork as my army's background has them being the most beat up unit in the regiment).

I run Terror Squads.
Buy Calth, buy Night Lord Helmets, buy sets of Volkites and a Transfer Sheet and you will easily get 30 out of it.
The 5 Cataphractii and the dreadnought are totally worth it too.
