So I just got the Start Collecting! Necrons box and Triarch Preatorians. However I didn't' buy the codex yet since I was waiting for a decent price. What I'd like to know is what model is better (if applicabe), and which weapons are better.. Describe the differences in function for each (model and weaponry) if you can.

What weapon should I give the Triarch Stalker?

Should I build the Triarch Preatorians or Lychguard? Which weapons should I give each.

The stalker is a good model to practice building weapon options with Magnets. Each of the underside weapons are a different set of plastics, and only needs one magnet on each of the weapons and one on the underbelly of the Stalker. This will give you list building flexibility.

Also, if you do it right, the driver and his cockpit are magnetizable so as to offer a better way of moving it from place to place.

Since you are just starting, build the Praetorians with their staff. It fits the Formation that you get for the Start Collecting and is a very good weapon over all. Any source of AP2 the Necrons can get the better.

And there is no mixing weapons within a group. So a full 5/10 man squad will have the same weapon.

The Retribution Phalanx doesn't list anything besides the contents of the box as options, so how would the Praetorian fit?

Change reference from "Start Collecting" to "Judicator Battalion." Can't combine the two formations unless you have a second stalker, but the Judicator Battalion can fit inside a future Decruion Detachment.

Welcome to the Dynasties! Magnetizing is a good idea, but for some context, the Heat Ray is the most common and flexible. In spite of Gauss, anti-tank is a challenge for Necrons and we don't have any hard-counters. Having a Heavy 2 Meltagun is nice and you can always use the Template profile if running up against hordes. The Particle Shredder is also worth considering. Pretty much all of our shooting is rapid fire and horde armies are a very tough match up. The codex just doesn't have much access to template and blast weapons, so it's good to take them where we can. I would avoid the Gauss Cannon though. Necrons don't really need Lascannons and if you want Lascannons, Heavy Destroyers are a better place to get them.

As for Lychguard vs. Praetorians, I'm a strong advocate of taking both, but you're only working with one kit for now, so:

Lychguard are an HQ retinue and for that Hyperphase Swords and Dispersion Shields are the way to go. I would stay away from the Warscythes. Losing the invulnerable save is a huge blow to their survivability because they move slow across the table and will get shot to pieces before they can do anything. Plus, hacking away at something with 5 Warscythes is total overkill.

As for Praetorians, I love both builds and usually run a squad of each. The Rod of Covenant is your HQ/Elite killer and the Voidblade and Particle Caster is your Troop/Fast Attack killer.

For your one box, I would go Sword/Shield Lychguard and expand to two more kits of Praetorians down the road to form a Judicator Battalion. I hope this helps.

I will also be starting a brand new Necron army for a brand new player (myself) so I will be following this.
Im also going to start with the Start Collecting box.
I've been told wraiths are the next thing I should add to the SC box for close combat. Should I also look into Lychguard instead?

Lychguard are a bit of a contested topic. In hyper-competitive ITC environments, the majority of players will not field them outside of super friend builds. Get Wraiths first because they are a Necron staple no matter your meta. Lychguard are good at what they do also, but perform a very different role
