Except that most FW units can't be taken in formations or detachments (other than CAD/allied). That's a pretty major drawback.

I would say "FW units are not included in Formations."

Legal and illegal are silly terms for this discussion.

On the p2w topic, there are currently way, WAY more OP units and formations from "official" GW than anything FW has to offer outside of Titans.

And p2w is when you can afford more "high-end models" than your opponent who may be restricted to certain units due to budgetary limits. For example, not everyone can afford 20+ Scatterbikes and 2 WKs and thus you (thankfully) will not see this army often*.
Nor will you see an army of 5+ Riptides with Drone nets outside of a super competitive tournament. Most casual players just will not invest that much into their army.
Players who want to win (and be win I mean "To crush your enemies, to see them driven before you, and to hear the lamentations of their women") and have the funds to get only the 'best' models are "paying to win"



*side note, I can run this army be will only do so in tourneys.

No. First of all, imagine the sheer amount of bitching I'll get. Hazard suits are twice the size of Crisis Suits. This kills the LoS. And both Tau codex fliers are so awful that I would rather not run my Barracuda at all than use their special rules. I will never, ever compromise with illogical, uncompromising FW-phobes.

The vast majority of GW & FW units are "illegal" for any particular formation. What's your point?
