Where can I go to see well painted examples of Skaven AoS armies? Where do I go to find out more about the Skaven in AoS?
I find myself in the situation of having no idea how to make a fluffy force with an army I've played since they were first released.
Everything I see in white dwarf is sigmarines.

GW hosts links to well painted models on the respective model page. Otherwise - try the internet search engines.
Campaign books, Legends of the Age of Sigmar:Skaven Pestilence, Battle tome:Skaven Pestilence.

The Skaven range and clan organisation haven't changed at all. You should be able to make a fluffy list with your previous knowledge on skaven.

If you visit tga.community you will be able to find Skaven models in the gallery. In particular look out for Terry Pike's Skaven which are sublime.
For fluff on the Skaven Factions you can either read the clan Pestilens Battletome or you may prefer to get the Grand Alliance Chaos book. This book has all the warscrolls printed for you, it also has a fluff section for each of the Skaven Clans including organization structures (how their armies are built in the fluff etc etc) and a series of battalions (formations) for you to use which make great starting points for collections.
After that you will want the General's Handbook for the points and scenarios and you should be good to go. That's the only thing essential, but all of the above is there to give you a good idea fluffwise of what a Skaven force might look like.

You wound need 2 battle line troops, which clan rats fit into, and a leader for pitched battles.
Personally, again this is just me, I hate the AoS lore, i just choose to read up here and there on the WFB lore, and then just play the AoS game.
You can base a pretty good army around Slaves but get your self some of the big guys with the guns on their arms, the ones that have the warp flame throwers are REALLY strong.

No. There is no digital version of the Grand Alliance books since other than the Warscroll Battalions all of the Warscrolls are available for download from either the appropriate product page in the online store or through the Age of Sigmar app.

There is no digital version of the Chaos Book unless you buy the PDF. There are the compendiums however, for each faction which can be found here...

Next find an army builder online so you can see how much points cost for stuff and go at it.

Google and the age of sigmar app.
If you don't have a smart device then you're out of luck and will need to buy the books.
So far there's grand alliance chaos and clan pestilens.
Slaves don't exist anymore nor do the named characters from the old world.
Having said that, you can still use legacy models but their warscrolls are considered obsolete and are only included on the app to keep people who already have them happy.

Nonsense. If it has the right keyword, it's as viable as anything else. Otherwise your army is as the mercy of GW's logistical decisions regarding their range - especially if your whole army gets hit, like TKs or Brets.

its not nonsense, they're obsolete.
they will never receive an update or any further support.

Yeah, the Grand Alliance books offer some nice background details but are pretty short and more like placeholders until those parts of the army get a proper fleshing out later.
especially if your whole army gets hit, like TKs or Brets.
Meh, we're good. (Though non-ebay models would help.  )
We got points and armies good on their own or can be combined with others to good effect.
Also, Joyboozer, check out Reddit Age of Sigmar if you want to see lots of awesome projects.
My favorites off the top of my head are a Seraphon army that lights up in the dark and a Steampunk Ogors army.

As said all you need is
AoS rules: free online
AoS App: free on app store (This will contain all your stats for a unit)
and lastly an army building website like
http://www.scrollbuilder.com/
which nicely has all the point costs in there for you. You could get a GHB which will show you relics, and command abilities, but theres also a really good chance you can find that online as well.

IMO i have found it better to just run your army as the full force, IE Chaos, Order, ect ect, and not a "Skaven army" if you run as chaos you can pick and choose what ever you want.

Skaven in general are really good. Clan Rats are necessary for a balanced list...though it's not like you need the Slave Bus of the past. I'd suggest building a core around the Verminous Clawpack.

Hey. Not so long ago I was asking for help with Skaven army. Now I decided to start with Spire of Dawn set - best value for money - even if you are not interested in Elves, you can sell them.
Comming back to you "problem".
Any advice on how to get over the shock of having so few units to pick from?
Pestilens
If you want to start with Pestilens 2k army, you can have quite nice and deadly army build around Virulent Procession, Foulrain Congregation and Congregation of Filth (or try to swap monks with bearers) - if you want more variety but still have Pestilens, you will have to mix them with Nurgle (Nurgle units don't suffer mortal wounds form Pestilans) e.g. Putrid Blightkings (maybe The Glottkin).
Skavens
Verminous Clawpack is interesting for 1k army and is quite good as a base besause of clanrats as a battleline.

Good god, it's all broken! Was there any attempt to balance the Skaven stuff? Or is this the standard power level for each army?
I'd feel guilty turning up to a game with just about every Skaven unit!
