"Too thick" is a matter of application.
What particular job are you using it for? It will be too thick for some jobs and yet too thin for others. This is why it comes in sooo many differing thicknesses.
I normally score and snap (and yes, I have a compass cutter, too). Then I sand/file off the edges to square it back up.
Yes, even for circles.
Score and snap.
NOT try to cut all the way through.

Another tactic to use might be to drill the center of your circle, so you can center the compass cutter on Both sides to get a scoring on both sides to make it easier to snap through.
I use 2mm plate for some of my work, and if I have to cut a hole out of it, I tend to mark the area I need to cut and with my pinning drill I punch through it to give me a bit more than a scored line, and then use my knife to cut through those. I perforate short of the line, so I can clean it up with the knife.

Scissors. Seriously try them, they work pretty good on stuff 1mm and thinner.

For me anything under 1.2mm I will use scissors for cutting down to basic shape.
However if I am making some tracks and other for straight line I will simple use P-cutter instead, also anything beyond 1.2mm I will use P-cutter.
And I always keep in hand with range of 0.3,0.4,0.5,1.0,1.2,1.5 and 2mm plastic cards
