I run Eldar and Necrons and I feel like it's cheese, I didn't know at the time, I bought Necrons for the looks then Eldar because they were so different.
So I don't ever want to be "That guy" and want to continue to have fun with my friends/acquaintances. Name some things you wished people didn't do.

Some suggestions to limit the irritating parts of those armies, when fighting against "lower-tier" armies:
Necrons:
-Don't run the Decurion. Use an alternate FOC or collection of Formations. 5+ Reanimation is sufficient to keep your guys alive longer than other armies troops, upping it to 4+ basically for free will make it even more difficult for your opponent to kill your units (which sounds bad from your perspective, but they probably aren't having fun if they can't even kill a single unit of Warriors).
CW Eldar:
- Don't spam Scatterbikes (Windriders with Scatter Lasers).
- Don't spam Warp Spiders.
- Don't spam D-weapons.
Another way of keeping things from getting boring is to ask them ahead of time "Ok, which unit don't you want me to bring?" - This is best when you both make a sacrifice ("Ok, I won't bring any Warp Spiders if you don't bring a Great Unclean One"), but if you're repeatedly stomping someone then a one-sided restriction will be fine. This has the upsides of variety, and forcing you to think of strategies which don't rely on one particular overpowered unit to get the job done. The downside is if you don't have a large enough model collection to make a viable army without said unit.

Do not copy tournament winning lists.
Watch out with formations and detachments offering bonuses for free.. Avoid them if possible.
Do not fall into the trap of thinking that that eldar +1 Bs formation is no big deal... it is it makes those units hyper point efficient even if they are not warp spiders
Do not spam flyers like the floor is hot lava. This makes a cool realistic army but creates dull games.
Do not build a "fun" deathstar of any kind by blobbing up stuff that creates a near unkillable unit. The
existence of near unkillable units is one of the worst things of the 40k rule set.
Do not build an all Wraith necron list. These things are fun but also really nasty and unbelievable fast.
.
Stay clear of those FW eldar models until you know what ones are insanely op and what ones are ok to use.
For the love of god do not make an all bike or an all wrightbone eldar army..

You can absolutely run the Decurion and have fun with it. Ignore the first two posters, quite frankly.
What you fear is really an attitude. If you aren't a dick about everything, you can run what you feel like.

So, you know how you're making good choices for your army to make it powerful?
Just, like, do less of that. Choose less powerful options, to deliberately reduce how effective your army is. If necessary, take less points in your army.
You can always make your army LESS powerful.

Na OP asks what others might consider too strong for casual play. This is a good thing to do if you have no idea where to start when building an army.
Its no fun at all to buy, build and paint a nice army just to realize that your local players are not that happy to play against you no mater how much fun you are.
You sure can have a fun game while using a decurion or an all jetbike army, but OP should at least know that those are on the higher part of the power curve. Automatically Appended Next Post: I have seen quite a lot of beginning players starting their collection with supper killy Lord of wars going unbound or just with a minimum of troops. It would have been nice if somebody would have told those players that not all players like to play against these sort of armies.

This is the part that stinks for me, and what kept me from doing Crons. I LOVE the old metal wraith model. I would LOVE to run an army of these guys. But doing so would make me a super A-Hole. And I don't wanna do that. So...I guess I'll stick with my daemons.
But I love my anti-Irwin screamer unit, so I still run a screamer star. I don't do any of the other "cheese" stuff people get upset about with Daemons (demon-factory, D-Thirster, Tetrad insanity, etc). I play a list with a lot of versatility (even though people on here tell me it's bad).
Above all, best advice...play stuff you ENJOY!! Not just stuff you enjoy WINNING with. But stuff that's fun to use. Cuz that'll keep you playing. Explosive suicide squad that kills one target then dies horribly and you like seeing what thing you can torch before dying horribly? Use it. Weird Boy who is likely to blow himself up instead of the opponent but is hilarious? Use it.
Entire army of 2++ with no hope of beating it, short of D weapons? Save it for tournaments (or tourney practice, where everyone is being evil).

Reality is a nice place to visit, but I'd hate to live there.

Its a rare instance where my armies are actuakkt steamrolling anyone (orks n chaos mostly), but in the event that the Dice Gods are in my favor, and I see that my opponent isnt having any more fun, I will take some fun story driven risks like Charging some guy into CC when he should just sit and shoot, or Ill throw all my die onto a power and perils myself, or take an extremely risky deepstrike.
To me, the game has always been about cinematic feats and stories. At the end of the game, its always fun to talk about a specific trooper defying all odds, making saves, and or failing charges.

It's actually very, very easy to make a Necron list without the Decurion when you're not trying to maximize your army's effectiveness.

The Decurion is perfectly fair. The only things people have issues with are Lychstar (which honestly is NOT a big deal) and Wraiths. So just avoid lots of Wraiths and you're fine.

The number one thing to not do as a new player is let veteran players under your skin. I see it a lot in gaming stores where a new player will play a veteran and that veteran will just destroy that new player and take advantage of them just to win a friendly game...? Luckily for me my local GW is filled with a lot of great guys who won't really do that except for one, but other players will show you what's up.
Anyway don't get discouraged, make friends, play for fun and don't get mad because some days you will lose and others you will win!

Honestly I don't care if people do this, but I'd recommend not painting your models in a canonical color scheme. This gives you a lot more flexibly in the future when "Craftworld X" stinks or doesn't even exist. Currently this doesn't impact Necrons or Eldar, but things change from edition to edition, so it doesn't hurt to dodge early.

If you feel the need to tone down the list, you can always blob them up in larger squads or use them as Shining Spears with a small conversion based on elf spear bits ( you could even use magnets to swap the arms) No player will protest against that. Its the spamming of multiple small squads, heavy weapon abuse in those squads or the massed biked psykers that gets players on their nerves. Shining Spears are also one of those unique units that almost no one has ever seen on the battlefield so you might even get some positive reactions from them.

Be very clear what your aiming for/bringing. If a player asks for a casual Saturday afternoon match, normally others bring casual/fun lists. If they're subsequently blown off the table by optimized tournament lists it leaves a foul taste. First impressions and all that! A lot of players have multiple armies so just give them a heads up...

Sometimes its more entertaining to craft a story than getting a few lucky roles and 'winning', at least when you both came to the table with the goal of enjoying the game.
