As an enthusiast of Nurgle the Traitor Legion has indeed blessed the Death Guard. Having played 7 games with them so far, all of which I have won, I think they can make a decent showing on the competitive level. Below is a 1850 point list I made with ITC format in mind. Given the ability to have ObjSec I decided to take advantage of the synergy of Nurgle marines resiliency.

Ok, so clearly this is taking advantage of the ObSec rule. I'm not concerned about larger squads, especially with Nurgle Marines where it takes concentrated heavy firepower to shift them. Most of the army is mobile and WILL get to the enemy with the sheer amount of Rhinos. Bikers especially win out among Raptors and Warp Talons now that they're the new and improved notorious Nurgle Bikers. They also keep up with the Rhinos. Havocs are Havocs; nestle down somewhere and throw Lascannons shots down range at anything I don't like. Spawn? Mandatory Aux slot.
I have a slightly different list to this one with less special weapon toting Chosen squads and an additional Biker squad. I felt the heavy special weapon investment might do me good. I especially have enough Meltaguns. However, I wonder about mixing some plasma guns into the Chaos marine squads so I have more choices with target execution rather than putting all the plasma guns into a couple squads.
Or, all those points might be a waste put into the special weapons and y'all might think they're better elsewhere? With Nurgle Marine resiliency and ObSec I feel is great synchronicity.
Let me know your thoughts! Maybe I'm too invested in the chaos warband and don't need all these ObSec and you might see something I don't that is a better setup.
Thanks for reading!

Don't forget you have relentless, so plasma is a bit more enticing.

Would it struggle against a horde list?

I've been playing a while, my first model was a lead marine and my first White Dwarf was bound with staples |

I like the list. Not my playstyle, but it would work. Do you have models for all of these?

I like the Rhinos . They can protect you, tank shock over objectives (them being obj secured and all), let you use the relentless rule. They are solid, and can get you some points vs all those death stars and all.
Havocs - i would have them with autocannons...3 squad, 4x autocannons
Choosens they have too many weapons. I tried autocannons and 2 plasma guns...because of relentless but any 3 weapons they're good. No more the 3 special weapons..because 1-2 of them are supposed to be meat shield.
Also i give my champions plasma- because i can fire with all the other plasmas in the squad and if a character dies from any of them, then you can roll on the boon table, and become a demon prince
Last thing- maybe Lord on a bike?!
I like the list though!

PS: Change one unit of CSM into a unit o Havoks- they are the same points, still obj secured but have access to more weapons

I love Havocs. While I like Autocannons in this case I think it's a matter of local meta; there is a lot of Imperial Knights, Riptides and Wraithknights around here which Autocannons would have a hard time denting. Dropping special weapons from the Chosen squads I could take another Havoc squad with Autocannons.
I can easily put the lord on a bike. Add in another biker or two to make a good retinue.

As you can see I took out 2 Chaos marine squads, a rhino and added 2 Bikers and another havoc squad with Autocannons. Chosen special weapons were cut down and added Autocannons. With 48" they're gonna reach out and very likely touch what you want, so they still stay relevant as a support element when they hunker down on an objective. Sure, 2 shots, but at a decent strength and long range they can still contribute to the effort. Meltagun Chosen got Lascannon due to synergy to the Meltaguns and also still being relevant as well.
Chaos Lord was decked out further and given a bike to roll with the biker squad and do what they do best.
7 Rhinos still gets done what I want on top of giving good protection against alpha strike armies. Given relentless this army can well afford to bus up their heavy weapons, weather an alpha strike turn of shooting and jump out ready to blast them in the face with delicious Lascannons.
Any more suggestions?

The list looks decent.
Remember Rhino rush. For this, take two Rhinos and leapfrog them such that the first launches smoke giving cover to the second behind. Then second becomes the first and repeat. This gives you two rounds of movement with cover. Should be enough to get the Marines in place.

I think the DG Cloud of Flies rule (Stealth from shots greater than 18" away) hits all units in the detachment, meaning that the rhinos would get 4+ cover in smoke from anything long range, which is typically going to be what targets them in the first turn or so anyways.
