So it has taken me a while to figure this list out, despite the lack of air, I think I am in good shape to play within my current group:
Emperor's Children 2000 - 3rd Company Elite
HQ
Eilodon - 185
Centurion - Consul Primus Medicae - 85 (Modeled as an early Fabius)
Elites
(5) Phoenix Guard - 265
(1) Spartan Assault Tank - 295
*Eilodon here
(5) Palatine Blades w/ Power weapons and Rhino - 195
*Fabius Primus Medicae here
Troops
(5) Kakaphoni w/ Rhino - 180
(10) Tactical Squad - Sergeant with Phoenix Spear - 170
(5) Tactical Support Squad w/ 4 plasma guns - 160
Heavy Support
(5) - Heavy Squad w/ Lascannons (Sun Killer Squad as in the lore) - 235
(1) - Venator Sicaran with Neutron Cannon and Lascannon Sponsons - 230
It is a lot of lascannons, but EC are jerks when it comes to begin precise.
Despite lack of speed (jetbikes) I think the list is pretty solid with enough fluff for Heresy.
Thoughts?

Why only the one small unit of Kakophoni? The whole point of the RoW is to take lots of them.
Also, everyone in the tactical support squad gets the same gun, so that would be 5 plasma

Unless he gives the sergeant an augury scanner and bolter.
But yeah, I second the rest, not many kakaphoni, and honestly it seems like a lack of a solid core. The tacs are going to blasted away super quickly.

I always am tempted by this choice, but end up going for the combi-weapon instead. It allows him to contribute during the first volley, and since this unit draws a lot of hate, he can just stand in front to tank shots without wasting too many points when he croaks. Saves you 15 points over giving him another plasma gun.
Augury scanners are awesome though, if a plasma squad is big enough and Alpharius is not around, I'd definitely want an apothecary in the mix who can bring the scanner.

Sponsons are an expensive choice on a vehicle with an ordnance weapon. If you're just trying to stay useful after suffering a weapon destroyed hit, better to stick with heavy bolters (cheaper)
