If I can get my hands on both Start Collecting! Tau plus a Targetted Reconaissance Cadre Box do I have a solid start to a Tau force?

I believe I can can my hands on these items but it would eat my gaming budget until mid year.

Yes you definitely would have a solid start for Tau.

With that you'd be 2/3rds of the way into building the Optimized Stealth Cadre which is easily one of the best formations in the Tau Codex. You'd have a commander and 3 crisis suits for him to run with. A decent heavy support choice and troops.

Pathfinders aren't great but for someone starting out they are a fine choice to provide one of the backbones of Tau firepower and that is markerlights.

Am I correct that the models come with all of the sprues for the various alternative builds?

I believe the only sprue in there that creates an alternate build is for the firewarriors/breachers.

They'll have everything you need to build the options available to you. I can confirm as someone who has the Start Collecting set, and has handled all the kits in the Cadre too

The only one that won't cover everything is the Devilfish; it'd probably be a bit too generous if they gave you parts to build the other variants of the Devilfish chassis, like the Hammerhead.

Haha not to sound ungrateful but I should hope it does come with the stuff necessary to build the options shown on the box!

Let me rephrase the question: Specifically, does the TRC box contain all of the sprues from the standalone Tau Commander box and does the SC! box contain all of the sprues from the normal Crisis Team box?

Apologies for not being clear.

I can't speak for the TRC box, but the Start Collecting has all the sprues from both the Fire Warriors and the Crisis suits kits. Plus the Ethereal and the formation sheet. I strongly suspect the TRC box is the same way with its contents.
