Im assuming that a jump pack allows a model or unit to deepstrike. Gal Vorbak can deepstrike naturally. Can I attach an IC with a jump pack to the Gal Vorbak?

Yes they can. Jump pack gives the model the Deep Strike rule

The rules don't distinguish between types of deep strike - teleporting terminators, combat dropping jump troops and manifesting daemons all count the same.

If it makes you feel better, narratively, he drops in, pulls out an athame, and cuts a rent in reality through which the Gal Vorbak charge....
