Under the war gear section on the sicaran page of the legiones astartes book it's listed as Twin Linked Accelertator Autocannon but it doesn't have the twin linked rule in the stats.

Which is it?

That is not uncommon formatting. You just treat this one as TL, per the Wargear listing. So all the rules it has apply, plus that.

Funnily enough, there are instances where this is not the case - an Imperial Knight's Rapid-Fire Battle Cannon, for instance, as it is not listed as Rapid-Fire in its weapon type.

Also, the 'Heavy' Assault Cannon, and the 'Assault' Heavy Flamer.

But yeah, the stats are for an accelerator cannon, and the sicaran has a twin-linked one, just like the fellblade carrying a twinlinked heavy bolter.

Yeah there are only specific instances where this applies - Twin-linked and Master-crafted are the two that come to mind.
The special rules themselves indicate if it's the case. By default it isn't, however both Twin-linked and Master-crafted say they work like that.

It's the same for the Fire Raptor's Avenger Bolt Cannon.

I posted the question just before a game last night and my sicaran got blown up before the first reponse was posted, I played it as not twin linked for fairness sake, but I got to use my fire raptor as twin linked.
