So lets say a unit of Pinks declares an assault and is completely destroyed by the overwatch. Would the unit of Blues that is immediately created (as in this case we do not wait until the end of the phase) be able to also declare an assault? I am not seeing anything the would prevent this.

How is it worded exactly? If they're placed and explicitly not summoned then I guess so, but RAI I would assume it would be the same as daemons that were summoned that turn - I just don't have the RAW to look at

If they were completely destroyed, then weirdly yeah.
If they just failed the charge from a few casualties, the new horrors wouldn't appear until the end of the assault phase .

Exactly, the original unit must be completely destroyed to trigger the "immediate" placement of the Blues. Otherwise they are created at the end of the phase and would have missed the timing to charge.
I do not see this happened often because of several factors:
A) why are horrors assaulting in the first place?
B) why are they assaulting a unit whose overwatch alone can destroy them?
C) would the resulting blue horror unit be able to do jack against said unit anyway?
So while it is possible, a tactical situation in which it is worth attempting is as likely as Tau Fire Warriors assaulting a dedicated assault opponent

To answer the question of why would this happen (and I actually did this one, though the unit wasn't destroyed):
1) Horrors are assaulting a shooting unit that sucks in melee (Grav Centurions).
2) The Grav Centurions can technically destroy them because of the volume of shots.
3) The blue horror unit will still tie up the Grav Centurions in melee thus accomplishing what you wanted to do.

A) Because they only have a couple of horrors left and are using it to deny overwatch against your unit that is actually good in combat.
B) So said overwatch doesn't kill the unit that is good in combat.
C) Probably not (unless it is tau and you are denying some supporting fire too).
