Ignore cover bonuses USR
- When a cover save is being made against a weapon with this USR, no positive modifiers may be added to the cover save. Such as Shrouded, stealth, skilled rider, and gone to ground.

Basically this is trying to create middle ground between ignoring all cover and ignoring none. Units that jink, or use hard cover (like other units or terrain) without bonuses will be unaffected, but it still provides a soft counter to 2+ cover saves everywhere.

A possible example of implementation would be turning the Tau markerlights Scour ability into a Ignore cover bonus, instead of ignore cover.

Would this replace the current iteration of Ignores Cover, or be an addition that other weapons get? Because if it's the former, that's still going to be a huge buff to a lot of armies.

If you're, say, an Ork player, you don't care about save modifiers, you care about getting that 4+ or 5+ for your whole unit of 30 boyz. (I'm not saying that Orks are overpowered because of this, because they're absolutely not, but since Orks have no access to any kind of save modifier beyond a single +1 for their Warbikes, this rule just wouldn't affect them at all.)

I'm thinking of it as a half measure, Some weapons like templates or specialized weapons would still maintain ignore cover. However some others would be replaced with this rule. As is I think ignore cover is way to prevalent in this game, and needs to be brought back down. While at the same time some armies abuse the ever-living crap out of cover by getting 2+ cover saves and the like. Basically this rule is attempting to be a middle ground between the two.

Fluffwise this rule could be added to most blasts as well (how is shrouding going to protect you from shrapnel) but in terms of balance I don't know how it would work out.
