Slaanesh represents excess in all things. Cruelty and torture is not necessarily excessive. Neither is sex and drugs. What Slaanesh is, is those things taken to excessive heights.
Slaanesh represents pride, gluttony, and lust. Excessive pride in oneself, gluttony (inherently excessive), and lust for greater and greater things (again, excessive).
Straight up removing an aspect from Slaanesh that suits it (excessive drug use, excessive sexuality (and by extension excessive pleasure)) cheapens the character, and takes away from the concept of the embodiment of excess.

How about devotion to the Emperor in excess?

Ambiguous, due to the way that worship works in 40k. In theory, excessive devotion to the emperor also implies excessive adherence to the tenets of the Imperial religion, and excessive hatred for the enemies of the Emperor, hinting at the actions empowering Slaanesh.

In 40K I could see Ynnead somehow severing the connection between Slaanesh and the Eldar race, but now that Slaanesh has so many followers (emperor's children, etc), I don't think Ynnead could outright destroy She who Thirsts.

So we worship the God Emperor in excess and therefore hate chaos in excess. We are now inadvertantly empowering both Slaanesh (excess) and Khorne (hate) since the Gods feed off of the emotions specific to them.

Aye, chaos always wins.

What about denying Slaanesh energy to an absolutely excessive degree?

Of course it does, why not? I'm also pretty sure that is somebody, somewhere's fetish.
It would also empower that one God Of Atheism, forgot the name.
