I'm almost at the 100 marine mark, but is it considered cheese to field a battle company even if not playing grav spam or free transport spam. so just wanting to field 100 marines in a fluffy game - not saying that there won't be a few rhinos, but 3 at most, 2 if I want a whirlwind

If you are putting an actual battle company down, with ~100 marines on the table, I don’t think it would be a problem. You are paying a lot of points for a lot of bodies. 2-3 free rhinos (if that’s all you own) is nothing compared to the points you are sinking into bolter boys.

It’s the 5 man squad MSU builds that claim to be a full company, but are really just 50 guys and a lot of boxes that are bad.

This. If you are legitimately putting the bodies on the field and upgrading them then fair enough. No one will hold that against you.

If you're running min MSU squads, maxing out free transports and taking the extra points to buy Grav-spam bikestars or Centurions then I hope you have an incident involving a red hot poker, fire ants and tobasco sauce on your nethers.

It all depends on the list your opponent is bringing. Its totally fine if you play a friendly game van an other player with a high power list. But I would not like it that much if we agree on a casual game (resulting in me bringing a low power list), and you showed up with a rhino/razorback/droppod spam army.

The sad thing is that 40k no longer has a working point system so we do need some sort of agreement before hand on what power lv of list both players bring, and the free stuff detachments are on the higher side of the spectrum

Ok cool, I'm not one for min/max spam - I started collecting marines because I like the MARINES. 10 man tac squads all day
For my fists I like to go fluffy so I often bring a vindicator and at least one dev squad, sometimes centurion devs with las/missile, I'd only use grav cents if my opponent wants a game of WAAC lists.

Also, would the whirlwind scorpius considered a move? My group plays friendly-semi competitive games (we aim for fluffy armies but still like to bring a few power units - deathwatch are the latest craze for one guy). Now I love me some fist artillery but is d3+1 ap3 blasts as powerful as it sounds?

yeah, list and chat with opponent beforehand and just tell him/her what you want to bring and he/she can also prep or do something fun. For an event ask the TO.
Though, that you are even asking this question and aware of the potential issue tells me you're probably not a cheesy player.

I don't doubt it, but thankfully my local meta is not quite that cutthroat!

depends on how many grav cannons you own and what cts you use. 7+ and white scars is probably a dick move.

It depends on what you do. I know a salamanders player that occasionally does it but I rarely has any grav. I think one squad has it and its all rhinos not razors or pods. He plays a fluffy list and fills most of the squads out to 10 men and even though he brings a lot of rhinos its still a fun time.

My Armies:
Orks about 15000-16000 mostly unpainted but slowly being worked on
Militarum Tempestus about 2000 points just built
Inquisition about 2000 points unpainted
Officio Assassinorum 570 unpainted
I dont paint quickly

No grav, and I only own 4 transports (3 rhino chassis and a drop pod - in most games i will use 2 rhinos at most) and fist chapter tactics - i like bolters and big guns

400pts of free stuff is 400pts of free stuff. Look at your opponents army and judge for yourself if your 2000(2400)pt army is fair against their 2000pt army. Thats really where the line will be.
