Ok fine. I'm an all day sucker, I'll bite.

No floating initiative, please. Try to balance the armies, this does not mean remaking them to basically be copies of one army. Don't reduce the rules to a glorified shopping list. And last, try to resist remaking the entire universe.

I do hope this is legitimate, and if it is, thank you for reaching out to the various communities online for feedback.

My main thing I'd like to see addressed is making melee more viable outside of having to use units like thunderwolves to semi reliably get to combat consistently. As it is, melee focused units are nigh useless versus specific armies or builds. Some things I'd like to see implemented:

If a unit overwatches, the may not shoot in the ensuing shooting phase during their turn.

Have Defensive Grenades be used to help charging units deter overwatch somewhat; if a grenade is used, it is in lieu of shooting a weapon in the shooting phase. A defensive grenade negates D3 overwatch hits. One in every three models in a charging unit can use grenades in this way.
Example: A unit five tactical marines could have one model not fire in the shooting phase and instead use a frag grenade when charging, negating D3 hits inflicted by overwatch fire.

Reduce or eliminate random charge distances. Let it be 6+D6" charge for infantry, with additional distance added for faster units and reducing the random distance charged to make up for it.

Example: Jump Infantry would charge 9+D3" representing their jump packs giving them a boost on the way in, also let their charge ignore terrain but require dangerous terrain tests. If the jump packs are not used in the movement phase then allow for a reroll of the D3 and grant hammer of wrath on he charge as well.

Calvary/bikes would still charge 6+D6, slowed by terrain (reducing charge distance by 2" like 7th edition) and dangerous terrain checks being required, but allow an innatre re-roll on the D6 to represent their speed and they always get hammer of wrath. etc.

Make them more equal to each other in terms of effectiveness, but distinctly different from one another still, with pro's and con's for each.

Allow for certain capacities of charging out of deep strike with reduced bonuses, as seen in the Golden Host or Archangel's Orbital Intervention Force. Not every unit needs to have it, but make it more accessible to dedicated melee units, perhaps that land within the range of a teleport homer or locator beacon?

Lastly, allow for some kind of save versus marker lights. If you're in cover especially. Allow a unit to get some kind of save/preventative measure versus this army mechanic. Doesn't have to be drastic, but on a 5+ (Or successful initiative test) the unit reduces the number of marker light hits by D6 as they see they are being painted by the marker lights and take better cover. Make it a 4+ (or if an initiative test is used, reroll of the D6 for number of marker light hits removed) if the unit chooses to go to ground. etc.
