Some Rogue Trader, crime boss or what have you could certainly find a use for one otherwise.

They are a necron invention and a result of them genetic engineering humans. They have some dark usage for them.

The Black ships, though I failed once before to find a source for it I'm sure I've read it somewhere. In any case it makes sence that the biggest psyker gathering organization in the galaxy would use blanks.
