While I know that Windriders & War Walkers are probably better at doing anything Vypers could, I like Vypers and I have 4 converted Venoms that can double as Vypers.
Does the USF make them somewhat viable at all?

If so, are single Vypers better, or in units of 2 or more?
What weapons might work?

Personally, I think double Shuricannons might be good. It is cheaper than a vanilla WW for the same loadout, and cheaper than 2 Shuircannon Bikes, though not really enough to matter
Also, Shuricannon are good, but not the best choice for WW or Bikes, so having them on Vypers seems to fit.
Another view might be to go with the Starcannon since it is free for the Vyper and not even available for Bikes. So again closer to finding their niche

Ha, I was just saying in the Ynarri tactics thread that I like Vypers with dual shuriken cannon. I like the idea of keeping them cheap to grab objectives and be sacrificed if needed. Having Bladestorm on a few units will also be nice if you already have a lot of scatter lasers in your list. I think it would be easy to set up some sniping situations by using LOS and the precision strike to knock out heavy weapons or characters as well.

I've been considering going with starcannons and shuriken cannons ona couple of single model vyper units, I think the AP2 is just to useful for the small price. With the greater possibilty of gettin into rear arcs the +1 to vehicle damage could certainly be useful. Native AP2 shooting is also something that there isn't to much of in the codex, although bladestorm and weight of wounds certainly compensate.

You know, this is not a bad plan. 1 Starcannon plus the under slung Shuricannon could be a nice all-round option. Has the RoF with 5 total str6 shots, while having 2 being AP2 and potentially more from Bladestrom (against models with T anyway).

So the Vyper can drop down, try to pop a light vehicle, MC or MEQ/TEQ and after that, everything else is a freebee if the Vyper lives.
I am still not sure it the 5pts more is worth losing an extra shot for the AP2, though, especially since I would be doing thing for multiple Vypers. Al those points & shots add up
I wish the Starcannon was free for the Vyper (like the Scatterlaser is for the Falcon), rather than just being "cheaper"
