Once, there was a time, when I was asked what armies I play, I hade to say "I don't play Dark Eldar and Orks." Then the revamp of the Dark Eldar line came along.
But this was always a time and money restraint, rather than something else. Like many, I started out with a couple of Space Marines, a box of Imperial Guard and a box of Squats. Got a Rhino and a Predator. They started to introduce metal Mark VII marines, 2nd Edition came out, got more and more models and survived through 3rd, 4th, and so on and so forth.
But I can still remember (and look up, as I still have the book) the Space Orks that were after Pedro Cantor and the remnants of his Crimson Fists. Was even a boxed set by and of itself. 17 Orks for 9.99 pounds, the Space Ork Raiders.
Al l that time, I was busy working on other stuff, and doing things other than Warhammer too. but the Orks still grew on me, like a fungus.
And that, right there, the fact that I could say that at all, is humour to me. So finally I caved, bought me a few boxes of Orks (other than a boc of Gorka Morka I got at a con with a huge discount, and it having graced a shelf in the basement for almost two years, wrapping plastic still on it). Still have to assemble and paint them, but I have a nice basic army right there in my basement. And I too, without ever having played a game with them, started to feel neglected by the quality of the current Codex. I mean, come on! No Looted Vehicle in the basic codex!? The proverbial icing on the cake was missing!? The bread and butter of an army like Orks? Sure, they hastily made it a White Dwarf article. But GW left such a fundamental part out of our codex. Never played a game with them yet and I still think I 'know' them so well as to also know that was a huge mistake. That is humour to me too. And then some miniatures, like the finecast Bigmek with Shokk Attack Gun. Sucking up those little buggers for ammo... Humour to me.
That's Orks.

With all the (3rd party) conversion bits I've seen german style orks, russian style orks, british hooligan style orks, cybernetic orks, pirate orks, savage orks, even through the wonders of modeling putty reggae style orks. Orks can be anything they freaking welll like. Another strong reason for people to choose and heavily modify their orks.

I once thought about Eldar+Dark Eldar + Harlequins as an army. But every time an army's tooo good or get's new stuff I can't do it.
I can definitely appreciate that. On the other hand, I feel a little bad for people who just like something that turns out to be overpowered at the moment. There's probably a long-time Eldar player who really likes jetbikes and has had his Saim-Hann army since the '90s, but now if he shows up at the FLGS he gets called a cheesy WAAC player.
Well...only if he swapped out all the twinlinked shuriken catapults on his bikes for Scatter Lasers. "the same saim-hann eldar army you've played since the 90s" is perfectly reasonable. You've probably got shuricat bikes, Vypers, grav-tanks and no random wraithknights thrown in there because "oh my saim-hann fluff is they have 2 wraithknights now. It's fluffy. No other wraith units, just exactly as many as I can take in this given points value."

I think it is inherently built into the Ork psyche.
I started 30 years ago, not sure why, and not sure why they still tug at my heart like no other army but I always feel good painting an Ork or playing them no matter what.
So much like a Mekboy "thinks/knows" he can fix something so he can, Ork players play Orks cause they think they are the best?
