Firstly,

Have I missed much? I left around the time of Necron decurian/Eldar getting even more OP. Could anyone fill me in?

How are the Guard doing? I have a bunch of wyverns, medusas, 200 death korps of Krieg infantry, complete with heavy weapon teams and special weapon guardsman, and a couple of manticores!

Can anyone help me getting motivated to paint 200+ krieg, all my vehicles were airbrush painted by a Friend, but I still need to get my infantry going... What should I do to get me motivated and making consistent progress?

I own 50 cultists, I'm planning on using them as conscripts, basically sort of like Death Korps of Krieg prisoners! That's why the cultists have the gas masks and are a little buff, thoughts?

Why Aye Ya Canny Dakkanaughts!

1. Basically the galaxy is falling apart and everyone is running around like headless chickens because "the end times is upon us!".

2. Guard can be competitive with min max + Imperial Agent support but they require a lot of work to hold their own in the top tier met.

3. Come on! You can do it! We believe in you!

4. If your going to use them in a guard army you might want to remove all the spikes, stars of chaos, etc. but if you do them right they should be fine.

This is only a vague overview, please ask if you want more detail.

End times? Hopefully not akin to what fantasy did!

Where can I read up on these end time changes, both mechanically and fluff wise?

It's just people calling the current gathering storm thing the end times.

As n0t_u said, it isn't really an end times, people are just calling it that: the galaxy won't be destroyed, bo factions are going to be axed, etc. This isvprobably just an excuse for GW to bring out lots of big models and sell lots of campaign books.

If you want to know more just read up on the gathering storm series.

TL;DR -
Spoiler:
The 13th black crusade has broken through the Cadian Gate and has destroyed Cadia, an Eldar god has been brought back in avatar form (at the expense of lots of Eldar souls and a craftworld) and most recently Gurlyman has been brought back to life.

The guard isn't doing great, however there are a couple ways to run them at mid-tier level or tournament quality.

Mid-tier guard: They got a whole bunch of formations in the Mont'ka campaign book (where they were fighting Tau) and several of them were quite good. They got a Valk/Vendetta formation that's awesome, a psyker formation that's pretty sweet, decent formations for Sentinels and Leman Russes, and an amazing artillery formation. Basically it's 2 of either Basilisks or Wyverns, 1 of either Manticores or Deathstrikes, a CCS and I think an enginseer? Either way, it enables the CCS to issue orders to the artillery. Orders like "hey you, basilisk, ignore that cover." This, in combination with the best stuff from Forgeworld, gets you an army that can generally hack it with whatever you want.

Alternatively, if you are more of a fan of the "mindless attrition" playstyle, there's the Castellans of the Imperium detachment from the "Gathering Storm Fall of Cadia" book. It's a Double-Wide CAD detachment (2-4 HQs, 4-infinity Troops) that allows you to draw units from Guard, Sisters, Space Marines, Assassins and Inquisition. It grants Hatred to everyone, and all troop units respawn from ongoing reserves on a 5+....god damn hilarious with guard. Also, if you bring your homie Inquisitor Coteaz as the HQ, he grants Objective Secured to his whole detachment. gogo gadget war of attrition!

Tourney Level Guard: Bad news...you're going to have to fall to chaos. I know, I know, heresy...but Forgeworld has given the Renegades and Heretics a kick-ass infantry and artillery list with the Ordnance Tyrant build. Loads of expendable infantry, artillery smashing into close combat, death and murder and it's all top-tier tournament cheesiness.

The Tl;DR on State of the Guard is: You've got unparalleled variety and options, IF you're willing to squish and squeeze and contort your army list into pretzels to make it happen, you can pretty much make most units work.

Except rough riders.

Sorry rough riders.

"Got you, Yugi! Your Rubric Marines can't fall back because I have declared the tertiary kaptaris ka'tah stance two, after the secondary dacatarai ka'tah last turn!"

"So you think, Kaiba! I declared my Thousand Sons the cult of Duplicity, which means all my psykers have access to the Sorcerous Facade power! Furthermore I will spend 8 Cabal Points to invoke Cabbalistic Focus, causing the rubrics to appear behind your custodes! The Vengeance for the Wronged and Sorcerous Fullisade stratagems along with the Malefic Maelstrom infernal pact evoked earlier in the command phase allows me to double their firepower, letting me wound on 2s and 3s!"

"you think it is you who has gotten me, yugi, but it is I who have gotten you! I declare the ever-vigilant stratagem to attack your rubrics with my custodes' ranged weapons, which with the new codex are now DAMAGE 2!!"

"...which leads you straight into my trap, Kaiba, you see I now declare the stratagem Implacable Automata, reducing all damage from your attacks by 1 and triggering my All is Dust special rule!"
