Bikes can have grav, fight in cc a bit, and you can attach bike-mounted hqs to them.

I love a pair of TML/HB speeders, and most of the other speeder options are good as well.
But bikes are in a really good place rules-wise these days. If you are looking for which one is “better” there is not a whole lot of argument.

What Space Marine army?

I don't break the rules but I'll bend them as far as they'll go. |

I'd go bikes.
Grav is nice but the main reason is durability, Land Speeders get expensive really quickly and go pop really easily.
If you were running Space Wolves or Dark Angels I'd suggest a look at the Land Speeder as Ironwolves Landspeeders don't get expensive and Dark Angels Land Speeders don't go pop so easily.
Codex compliant Land Speeders are kind of forgotten.

Since you're asking which one is better, I'd recommend bikes.
However, if you have a standard 1500 or 2000 point list and just want to shoehorn in a few points of FA, then land speeders are very cheap. They can take some decent weapons, but they are glass cannons with AV10 and 2 hull points. Another pro: they look cool.
If you are wanting to make your army a bit stronger, I'd go with the bikes.

A land speeder with TML and a HB is some really well priced firepower that can move. Mine typically live all game because they hide in the back. Bikes have to get up close but can hit really hard with 3 assault weapons - they do more damage upfront but are exposed after doing so.
Another thing to consider is a landspeeder is reuqired to run a few good formations in the marine codex.
Supression force - which gives you super whirlwinds is a real nice one.
Then there is the Raptor wing which gives you super stormtalons.
Just a few things to consider there.

I wouldn't focus too much on what is good right now but instead go with what you like best in terms of looks and fluff.
Despite the fact that bikes are far more useful in the current ruleset with their resilience and equipment options I still have none and continue to play with assault marines even with their being the worst fast attack choice we have bar vehicles. The next FA units I have on the list will be speeders since I like their aesthetic.
The point I would make on top of this is that if you like a particular unit beyond just it's effectiveness on the field you will continue to get use out of it once as the rules change. On top of that you will likely become a much better commander for it. Continued use of "weaker" units will teach you how best to use what you have and make you think more about your game rather than just playing the more competitive options and sitting in a comfort zone the current rules may give you. I field at least one assault marine unit 90% of the time and have learnt to utilise them effectively. You can apply this to either bikes or speeders. You can make anything in the codex work by having mutually supportive units in your army. That's my philosophy anyway.

Land Speeder Storms. Bonus is you can take them as either FA or a DT and some scouts as well. Make it a 10th co detachment if you have enough points even.

Rule of Thumb for this edition is that if it has an AV its probably not as good as a model with a Toughness value with very few if any exceptions.
Personally I love bikers, but I am biased because they are about the only good unit in my codex that GW hasn't nerfed into the fething ground yet.

LOL Ork player actually. We don't get nifty 2+, 3+ rerollable Jink saves, nor any increase to our jink save unless we turbo boost or pay 150pts for a special character who gives his squad skilled rider :(
