Very simple, for the most disgustingly scary units in the game they gain,

Terrifying:
A model with this special rule is treated as having fear. As well as this, all enemy units within 6" and LoS lose all benefits from Fearless, ATSKNF, etc.

For things like Daemon Lords, Daemon Primarchs, Night Lords' Lords, Tyranid monsters, etc.

There are somethings in this game that even the most battle hardened warrior will turn tail and run from.

Or we can just make it so that ATSKNF is just a reroll bonus against Fear tests. We don't need to add another rule for the sake of adding rules.

Instead of making a new rule, why not make Fear relevant.
Obviously Fearless units should not be affected by Fear, but ATSKNF should have a least a slim chance.
As Slayer-Fan suggested, make ATSKNF just grant re-roll failed Moral against Fear.

Then maybe add to the existing Fear rule that MCs (and Walker, why not?) cause Fear tests on 3D6 dropping the lowest result?

I play Harlequins, have army-wide fear, and rarely remember it given how useless it is. Most units are immune or quasi immune to it, or just don't care about the result (Tau already hit Harlequins on 5s, there's no need to make a fear test).

A fix could be to have a bonus/penalty type of thing. With ATSKNF you get a Ld bonus when making a fear test. And some very scary things give a penalty to their opponents on their fear tests.
But that would require additional stats, and might not matter too much anyway.

I personally think the fear implementation is pretty bad. Because we have to roll at the beginning of each fight sub-phase, we will always forget it on a regular basis. I would rather see a flat modifier applied to any unit in base contact with a unit causing fear. Either an effect on a combat carac like now (-1WS or -1 Init), or something completely different, like a Ld penalty when making the moral check at the end of combat, or something like -2" when charging a fear-inducing unit. It could even be something that tempers with overwatch (they're so scared that they don't react as well when you charge them).

Yeah, they should expand the psychology rules.

Create the Fear and Terror rules. Terror is the same as fear, except enemy models in melee with a fear causer suffer -2 to their Leadership. ATSKNF gives a reroll vs Fear checks, and vs Terror they ignore the -2 ld penalty, but do not get a reroll.

The problem I have with just letting things be affected by fear is that fear is god awful even if fearless, ATSKNF, etc. didn't exist. I know, as a Daemon player, I fouldn't give a toss if your WS is lowered. Fear sgould really cause something more than for people to be unskilled in cc, that's why I had Terrifying make it more likely people will run away.

Well that would render the (Chapter?) Banner in a command squad redundant (Like it is now) as that allows re-roll of failed fear tests (because Space Marines need that )

Maybe 3 dice and discard highest for fear tests with ATSKNF. (And remove it's other effects)

So why not make failed Fear tests cause -1WS, -1Str, -1Initiative AND -1A?
In addition to ATSKNF only being a re-roll against Fear and MCs/Walkers forcing Moral on 3D6 taking the highest 2?
