I've just started collecting Militarum Tempestus, and just started playing 40k after years playing Fantasy (Bretonnia) so I thinker a casual 1500 pt Tempestus list, the idea is to get the commisar on the CAD command squad taurox prime and bunker the heavy fire while a 10 man Scion squad sets up a fire lane, while anything else just deep strike where needed:

Tempestus Command Squad (5) - 145pts
1 Tempestor Prime: Voice of Command,Bolt pistol,Power weapon
1 Tempestus Scion: Medi-pack,Hot-shot lasgun
3 Tempestus Scion: Hot-shot volley gun

TauroxPrime (1) - 90pts Dedicated Transport
1 TauroxPrime: Twin-linked Taurox gatling cannon,Twin-linked hot-shot volley gun

Tempestus Command Squad (5) - 160pts
1 Tempestor Prime: Voice of Command,Plasma pistol,Close combat weapon
4 Tempestus Scion: Plasma gun

TauroxPrime (1) - 100pts Dedicated Transport
1 TauroxPrime: Taurox missile launcher,Twin-linked autocannon

Tempestus Scions (10) - 150pts

Looks good to me. I wouldn't waste 30 points buying the Power Swords for your Prime and Commissar. Power Sword or not, they're still only S3/T3/I3 dudes that fall over to a swift breeze and can't really hit back with much success. I also wouldn't bother with the Lord Commissar upgrade. With Clarion Vox-Net our entire army is LD9 anyway, so his LD bubble is a non-issue. Yes, the Lord Commissar makes for a slightly more durable Warlord with a 5+ invulnerable and 3 wounds, but I don't think that's worth 40 points. Use these 70 points to buy more Scions

List looks good to me.. what I've found when playing Scions is that, although the hellrain is good, it comes with a lot of taxes if you take the castellan's of the Imperium detachment all of your troops can roll to see if they come back once completely destroyed, this is slightly more risky but the amount of scions you have, you should get a couple units back a game.. you also get access to Guard tanks for support or Space Marines, in my opinion better than hellrain and I've used them both.

I believe dedicated transports in the castellan should respawn as they are a troop unit however they do not respawn in hellrain as that formation specifies the tempestus scion unit only. However the hellrain is a garunteed respawn if the commissar is alive whereas the castellan is only a 5+.
The castellan is nice if you want multi faction army and are fine with taking Cortez as an hq since he's the only way ur getting obj secured. But you can also take Celestine as well and she also opens up the ecclassary relics which are pretty good as well. Tons of fun combos in that list if you have the points to get all the goodies you want.

The Prime is I4, at least, the sword may help him getting of challenging squad leaders
