Honestly, I think you would probably be best served by just playing your game, and seeing how it goes.
What other models do you have access to? That might be helpful to know.

Okay so the flier will be tough for you.
If the flier has a leadership value, have your librarian roll on telepathy and take the primaris power. It doesn't roll to hit. You roll 3D6 and subtract the units leadership and inflict that many wounds.
Do you know what army he is playing? that would be helpful.

I mean really it boils down to how friendly the game is. Most of your force is troops on foot, which would be greatly problematic in almost any scenario. If you are interested in playing your marines as fallen, I would suggest taking the new detachment with Cypher and 1-3 units of fallen so they gain infiltrate. This will allow you to alpha strike with your marines so they don't get blown off the board while walking slowly across the table. I forget the name of the formation and exact costs, and my book is at home. Formation: The New Cypher Formation 1x Cypher 3x Units of fallen I believe that comes out to about 500 points. Then ally in your base marines as an allied detachment: Formation: Space Marines of whatever faction you are allied detachment HQ: Librarian (terminator armor + whatever else?) Troop: Tac squad (85, missile launcher here) Elite: terminator squad (250) Put the librarian in with the terminators and deep strike them. Use your infiltrate to get a nice alpha strike while protecting Cypher and the fallen. Keep a tack squad back to snipe his flyer when it arrives and also to hold an objective, ideally while staying in cover.

Technically you'd have to proxy them, there are specific models available for purchase that are fallen. https://www.games-workshop.com/en-NO/The-Fallen
They also can take a slightly varied list of upgrades. But if your guys just have boltguns it would be fine.
You really would want to have the latest supplement though if you're going to run them, so you can reference the rules. Or, at the very least, have a printout of battlescribe or something, so you can point to him and say "no, they DO have 4 toughness," when challenged.

Yeah they are normal bolter marines which i was planning to proxy them with (however i painted my dark angels in pre heresy so their colour scheme is identical to the fallen)

I mean i would let you do it with no problems. Just make sure it's easy for me to tell them apart. Maybe put the non-fallen marines under an index card.

The fallen in the datasheet are Chaos Space Marine Chosen
This is good and bad. The good news is, they can kick ass and take 5 special weapons (plasma, melta or flamers mainly - though there is a 5 point power fist cheese option I wouldn't recommend in a friendly) on top of infiltrate. The bad news is, you don't have that many models. How friendly is your friend with what-you-see-is-what-you-get? They are all essentially veterans (2 attacks, higher leadership base) - but in the data slate have CSM-flavored upgrades.
Can we link blood of kittens here?
http://bloodofkittens.com/blog/2014/01/25/bok-reviews-dataslate-cypher-lord-fallen/
A unit of Chosen / Fallen starts at 90 for 5 models, can add 5 more (another 90) and take up to 5 special weapons - plus the Chosen Champion gets a pick or two on the specials chart. 10 chosen (180) + 5 meltaguns (50) would be 230 ... and you can keep adding. You could hit 1000 on 3 units...
