From champions of Fenris:
First Among Equals - All Wolf Guard characters (Battle Leaders, Pack Leaders, Termie Leaders, and Cavalry Leaders) have Preferred Enemy (characters) in challenges.

RAI this is meant to give one character re rolls in a challenge.

The FAQ declared that for the purposes of PE, as long as one model has the attribute (X) PE (X) grants rerolls against the squad.

PE transfers to your whole squad as well (BRB)

so if the opponent accepts the challenge, as long is both characters survive, do champions of Fenris always have PE in close combat?

Yeah, Preferred Enemy (anything other than a Faction) was always weird.

As you've stated, the FAQ tells us that multi-Faction units count as all of the Factions involved, so we take a logical step and apply that to non-Faction attributes.
Spoiler:
Q: If a unit consists of more than one Faction, what Factiondoes the unit count as when targeted by a unit with a Preferred Enemy or Hatred ability that affects one of the Factions in that unit?
A: They count as having all the Factions of the models in the unit.

Q: How do special rules like Hatred, Preferred Enemy and Monster Hunter work when targeting a mixed unit that contains models your special rule effects as well as models it doesn’t?
A: The rules mentioned are used if any model in the target unit is of the appropriate type.
Taking it even further, the challenge is considered ongoing until the end of that fight sub-phase even if one or both combatants die (p102), although for the purposes of a specific part of the challenge rules (Outside Forces), it could be argued that so as long as your unit still contains a character (from CoF) and the enemy unit contains a character, you get to keep PE.

So, this works? Champions of Fenris actually gives their whole army PE in CC?

Unless the opponent refuses the challenge, or has no characters in their units...

What a beautifully niche piece of cheese. It would work great against Orks, not so much against other armies.
