So I'm still fairly new to 40k for the most part and my only army is Necrons. I run a Decurion and love it.
However a Decurion is not Objective Secured. So eventually I think I would like to add a small Obsec CAD to take and hold objectives while the Decurion can work it's 4+ magic elsewhere.
Also eventually I would like to dabble in the psychic phase at some point as well. CSM seem like the obvious choice since they are Allies of Convenience.
I don't know the first thing about Chaos Marines though. Can someone recommend a small CADI could look into that would compliment Necrons well and be an effective Obsec. Maybe even add a little summoning flavor?

You want Iron Warriors in a CAD. You can get 4 Obliterators for 280 points and then grab a Sorcerer for anything you want, like summoning.

Though if you want summoning a Word Bearers CAD would do better.

That's why you buy a box of Chaos Terminators and convert them somehow. Maybe they are Dark Mechanicus working with the Necrons trying to trade for their tech?
Actually 1 box of Terminator would be all you would need for a CAD with 1 Sorceror + 4 Oblits.

Another option that could fit fairly well is Death Guard-- They've got some nice, tough troops options if most of what you're looking for is toughness rather than damage output.

If you want a cheap obsec CAD and to unlock HQs I think I'd recommend Alpha Legion.
Take 4 squads of infiltrating obsec cultists and you can mark all of rhe mid field objectives handily
