Been out the hobby for a while now and not sure what to select, could someone please write me up a 1000 point dark eldar army list (no vehicles is possible, hate building and painting them)
I can then buy the models and get started on some games at my local gw, I dont need a nasty list as they will only be friendly games.

Dark eldar without vehicles are almost impossible to play, they really need transports.
Venoms are extremely easy to build and paint though, low count bitz and small miniatures, you can give them a chance.
With no raiders, ravagers or flyers, but three venoms you can field something like that:
Lhamaean, venom with two cannons - 75
2x5 kabalite warriors in venoms with two cannons - 210
5x3 reavers jetbikes, 5 cluster cultrops, 4 blasters - 355
5 scourges with haywire blasters - 120
2x1 talos - 240

I appreciate the list but 15 bikes is beyond anything id even consider doing, if it was 2 or 3 I could overlook the pain of adding them.

Well if you want to play without raiders, ravagers, flyers and only a few bikes I'd suggest to collect another army to be honest. Dark eldar jetbkies are also extremely easy/fast to build and paint.
You can't play units on foot with dark eldar. This is an army that works on their speed. Venoms, reavers, raiders or beasts should be the bulk of your army, especially at lower formats.
Alternatively cut 6-9 bikes, the lhamaean and her venom, and take an haemonculus with webway portal joined by a bunch of grotesques, and a small unit of mandrakes too. It may work at 1000 points.

Look, if you dont want to run any vehicles, or many bikes your sh*t out of luck with this army, however you can run a haemoncullus coven as your only other viable option, there are a few powerful formations, considering you dont want vehicles however wracks and grotesques are pretty mediocre, the corpsethief claw formation along with the dark artisan could make up a solid 1000 points and might do alright so long as you dont go up against another dark eldar army.

Coprsthiefe Claw formation (5 Talos, I'd give them all Ichor Injectors).
Dark Artisan formation (Talos, again I'd give it an Ichor Injector, Cronos with Spirit Probe and Haemonculus with Scissorhands and one of the cheaper relics).
Since you don't want vehicles or bikes this is litterally your only option, but remember it's slow, supper resiliant (T7, 3+ armour, 4+ FNP) and the two formations need to be kept within 6" of each other to actually work. With 36 twin linked poison shots at 36" range you've got decent anti infantry/bike/MC shooting but your only chance with vehicles is in close combat.

I feel as if the Grotesquerie is a the strongest core you can start with for non-allied straight up Dark Eldar. Here is how mine looks at 1850. at 1K I definitely would take Urien to lead them because of their leadership and his bubble which solves that. in larger games you can flood the enemy and not worry as much about it. At 1K, its a bit different.
Formation: Grotesquerie (13#, 590 pts)
1 Haemonculus, + Stinger Pisto
4 Grotesques,
+1 Aberration, + Agoniser
1 Raider, + Enhanced Aethersails +Dark Lance
3 Grotesques,
+1 Aberration+ Agoniser 25
1 Raider,+ Enhanced Aethersails + Dark Lance
