So here's a question: can an Eldar Craftworld team fire their HWP weapon in a turn in which its assigned Guardian moved (and it was subsequently repositioned)?

Fundamentally this comes down to one question, I think: are "Heavy Weapons Platform Weapons" the same category as "Heavy Weapons"?
The SWA rulebook on p.65 says that the weapons below (i.e. Weapons in the Heavy Weapons category) cannot be fired on the move. Granted that this extends to other weapons described as Heavy Weapons in the supplemental lists does it further extend to the separately named category Heavy Weapons Platform Weapons?

If it doesn't then Heavy Weapons Platform Weapons can move (or be moved, rather) and fire just like their 40k counterparts. If it does apply though, there are further questions to be answered like who/what needs to stay still to count; the platform, the gunner, or both?

So, what do you think, mov and fire Heavy Weapons Platform Weapons, yes or no?

The Heavy Weapon rule specifically says "a fighter cannot fire a heavy weapon if they moved that turn" (emphasis added). The Craftworlds equipment list does not include any weapons listed as "Heavy Weapons." Instead, the list includes a category called "Heavy Weapon Platform Weapons." Because a "Heavy Weapon Platform Weapon" is not the same as a "Heavy Weapon," I would say the Heavy Weapon rule does not apply. That is strict RAW.

Similarly - going with RAW - I do not think the Guardian Defender Gunner would suffer the -1 Encumbered penalty in H2H.

Agreed on both counts, though a do think GW should clarify this more clearly.
Additionally the rules for the platform talks about movement and then jumps to shooting, if there were any restrictions it would be mentioned here.

On a different tangent I think it's a bit iffy that you can't shoot the platform and it blocks LoS, either would be fine alone, but both together seems strange.

Considering a bio-Cannon plus gun-beast costs a minimum of 375 points aka a third of your starting kill team, with no real way to replace it or obtain one if you don't start with it, I should hope so.

It is if you want to win the campaign.

It doesn't matter how many promethium caches you have, you can only ever use one to boost your Recruit or Rearm action after the game. The only way to get any more is to get the Guerilla skill Scavenger. That will give you a potential total of 250 points; enough to buy a replacement Tyranid Warrior or Gunbeast with a piddly basic bio-weapon.

Are you sure you can only drop 1?

Because I hadn't seen any rule limiting you to only 1

It's part of the same passage that allows you to trade the Promethium for a 100pts: "You can trade a single promethium cache..."
However there is more then the scavenger skill to increase income; rolling Hidden Cache on the pregame table and some of the missions reward you with a 100pts for completed objectives.

Maybe I missed read it.. because I thought it said 'a prom cache' but no actual limit

But still played with Warriors, and if the bio-cannon can move and shoot, while being pretty much immune to pinning is pretty OP...

That and, as was ruled yesterday at my FLGS, the poor bugger is paying 180 points for a 24" ranged S6 Damage 1 weapon - if he cannot move and shoot he might as well not bother coming.

Well no the broken thing about the Eldar grav platform is that LOS is by the gun..

The gunner can stand behind a piece of cover completely out of LOS and safely shot across the table.. having move and shoot with that is even more broken than the Warriors doing it

A bit late to this one but...

You can also get the '6' result on the promethium sprawl roll that adds 100points to recruit or rearm totlas for a potential total of 350 points to spend, if both players roll '6' the you get to add 150points for a possible grand total of 400 per turn.
