Given enough time, I think you will find they will all have models. They make money, so why wouldn't they?
They might make money, but most of them are too niche to pay for the six months sculpting, tooling, and production costs, let alone make sufficient profit to cover the running costs of the stores they'll be sold in. I hope I'm wrong as I'd like a daemon Perturabo, but I doubt we'll see them.

The thing about Kurze is that they sent someone whose veins were filled with the stuff that could allow Kurze to become anyone or anything.
You want to bring Kurze back? Kurze is completely insane. Just have him beat the Assassin senseless, steal the Polymorphine from her body and become the assassin, make somebody else look like him and cut off their head, then go back to the Imperium to become the Grandmaster of the Assassins.
He's also crazy enough that he might have thought, "Aww! You created an organization designed to spread terror to seditionists, murder those who are irredeemable and forge a galaxy based on my ideals? That's sweet of you. I accept your invitation."
Finding out that the various Grandmaster Assassins have all been Kurze in one form or another would be hilarious.

Unless Talos lied and he did not, in fact, kill the Assassin. Or the Assassin had her memories changed by Curze so she thought she had killed him and he went to replace the Grandmaster. By... Y'know. Psychics. That thing that Chaos has a ton of.

I think that might be stretching things a little too far  . Talos had no reason to lie. Curze has never shown any capacity to amend others memories, or that his own visions were consistently reliable. At best, you might get a Horus-esque clone, but not the Primarch proper.

Id like to see GW bring all of the remaining primarchs back. If we are going to have several demon primarchs running around, it's only fair that the imperium get some larger than life hero's to challenge them.
Heres some of my personal speculation on the status's of the missing primarchs and how I'd like to see some return.
Corax: I wouldn't mind seeing him come back as a neutral character. He doesn't side with a corrupted imperium, but he doesn't side with chaos either. Kinda pops up here and there to battle it out with Chaos or Xenos, but doesn't pledge his alliance to anyone.
Russ: Bring him back!! Make him larger than life. He's here to drink ale, and kick ass, and he's all out of ale.
dorn: Nope he's dead.
Sang: Nope dead
Ferrus: I think it would be a enormous change of lore, but heck why not put His head (which the mechanicum has maintained in a statis field) into a newly designed badass dreadnought.
feth it, bring back at least one of the "missing" primarchs too.

Thinking about it, it'd probably be a shame if the Primarchs returned, as that'd pretty just make it an entirely human-centered change at that point with Primarch vs Primarch. The orks don't have any major Primorks hanging about besides potentially Ghazzy, though I'd like to see a few more major Ork leaders come up and actually get gak done on a scary level. The Tau are pretty barren for interesting characters, let alone Primarch-level powerful dudes, 'Nids aren't ones for characters at all and while there's powerful Necrons with technology, I've not heard of any that stand on the same level of the Primarchs.
The Eldar have the Phoenix Lords, but so far they've been fairly disappointing, and the Dark Eldar don't have much. If the Primarchs are returning and getting stuff done, I'd like similar titans arising on the Xenos factions.

I think something is going to happen with the Sanguinor/Sanguinious (sp?), good or bad. No one knows exactly what it is plus Dante's been trudging along for 1100 years and a big part of it seems to the vision he has of fighting with a golden being (IIRC) during a desperate/end time battle. Considering that the Nids are about to hit Baal hard and no helps coming it seems like that vision coming true is right around the corner.
Also, I like the idea of Kurze becoming the Grand Master of Assasins but in The Beast Arises Series Vangorich takes a bolt to the head. So, yeah. But maybe he could have been behind the curtain pulling the strings the whole time? I mean even in that series Vangorich says "did i ever tell about the death of Conrad Kurze" suggesting that it wasn't what everyone thinks. At least to me.

I'm one of the few who wishes the story was never advanced.
All returning Primarchs do is lessen mystery and make the universe feel smaller. They should have concentrated on fleshing out the setting more as they've done with Calixis, rather than moving it forward on a grand scale.
It felt like a living universe before. Now it just feels like a disposable comic, building to a superhero/supervillain team mashup, with all the nuance gone.

I could of sworn that I've read in a couple different stories of Fulgrim; showing the head to Horus, talking to his skull, drumming his fingers on his skull while sitting in his throne.

I'd like to see Perturabo come back...but as a loyalist (albeit a very, very, VERY untrusted one). In his HH lore, he didn't really care much for the Emperor's tasks for him and seemed to side with Horus out of frustration more than anything. Given how his "Daemonic Primarch Ascension" was offering up a bunch of geneseed, I doubt the chaos gods really did ascend him to daemonhood. The Iron Warriors also seem to despise chaos and remove the mutations from themselves as they appear, so there's a semi-plausible case.
Chaos has the big 4- the god-specific daemon Primarchs (Magnus, Mortarion, Fulgrim and Angron) and GW has the 'Loyal 4' marine chapters (Ultramarines, Blood Angels, Space Wolves and Dark Angels) so I'd say we'll see Russ return, The Lion wake up and Sanguinius manifest from the Sanguinor/Mephiston/Some kind of Death-Company fueled psychic thing.
Unless Sangy's body is interred somewhere, I doubt he'll 'wake up' from Stasis though it'd be interesting to see a Sanguinius fully in the throes of the Black Rage.

Sanguinius' body is fully preserved in the Golden Sarcophagus on Baal. There is no mention of him healing per say like Guillame's body was doing in his stasis though.
I am a Blood Angels player and I for one would think bringing Sanguinius back would cheapen the lore surrounding his sacrifice in canon.
Do I think Sanguinius is coming back... absolutely. GW will not miss the chance to bring back a model that would sell like hot cakes. All four of the big chapters will get their primarch's back in my opinion.
