I mean, it would be fun to try out in a one off game, but in a campaign youre doing yourself no favours. You could always buy the guns as you go, but spending a Cache is probably better.
The thing about Necrons is whilst they don't stay down like other teams, they still go down like any other. And the way combat works in Shadow War, if you go down in combat then that guy is taken out of action, Reanimation Protocols be damned. You're running around with knives, so you're already at the bottom of the combat ladder before you even get to teams like Grey Knights, Harlequins, and Wyches. Its not going to be great.
From what I've found, Necrons work best at mid-range. You can use the Phase Shifters to better maneuver around opponents to get good cover bonuses, and then you either hurl shot after shot of Tesla at them or you rip through armour with Gauss. Necrons don't have any range modifiers on their guns so you can stand comfortably out of combat range and not have to worry about the auto-kill. If you go down, you have a 1/2 chance to get back up in the recovery phase, but with Phase Shifters they'll have a hard time hitting you.
Try lots of bodies if you want, but I've found a team of around 5 robots with guns and toys works well.
