So with Silver Tower and Hammerhall both available, which is the better game? They both have some really nice models, but both seem to have slightly different mechanics, I'm interested in buying one of them, but I'm not sure which.

Can anyone point me in the right direction?

If you or anyone in your gaming group is interested in taking the role of the gamemaster, then it seems Shadows over Hammerhal is the best one. If not then Silver Tower.

Is the role of Games master integral to hammerhall then? Or can you get by without it?

I have not played it, but from what I've read, you can do without the game master, especially handling the enemies can be done like in Silver Tower. But there are secrets to the story in Shadows over Hammerhal, that someone will need to read up on what's going to happen, and not tell the rest. They can still play a long, but it won't quite be the same for that person.

I would not recommend Hammerhal without someone running the game as a game master.

I ran it for my group and had a ton of fun as the baddie, though.
