Do we at all have any indication what sort of detachment / ally rules or restrictions will be part of Matched Play? I want to start making lists...

I believe we have heard that for matched play all units must share at least 1 keyword. Within a detachment they must also share a keyword. So you could have a chaos/nurgle detachment and a chaos/khorne detachment. Your detachment are each legal share nurgle and khorne and your army is legal sharing chaos.

This is correct.
From the rulebook, matched play section, page 214;
All the units in a matched play army, with the exception of those that are UNALIGNED, must have at least one faction keyword in common (e.g. IMPERIUM, or CHAOS), even thought they may be in different detachments.
Which means xenos have very limited ally opportunities, and imperials have a ton.
Oh, and unaligned are things like bastions, etc.

The one exemption to the key word rule is Genestealer Cult, who can take 1 Guard detachment for every GSC one.
But a GSC army cannot take units from both Tyranids and AM, due to Guard not sharing a faction key word with Tyranids

for these detachments it states we have to run 2-3 hq, for example, to get the command points for a battalion.
and then for a heavy support detachment, it states we need 1-2 hq's and 3-6 hs units.
Does this mean we need at least 3 hq's to run both the battalion and hs detachments to get all the cp points? or can we utilize the hq's from our battalion?

The armies must be "battle forged".
They also have suggestions on the number of detachments allowed for each point size game, as a suggestion for organized play.
For example;
A game between 1000-2000 points is suggested up to 3 detachments per army, and play on a 6'x4' table.
There are 12 detachments.
These have been leaked already - most are out on the net, and several were in the GW "previews" on their community site.
Go check the 8th rumor thread, there should be links there.

Where is this stated or explained? I haven't heard / seen this yet... and I'm surprised that matched play would suggest something rather than have it be a rule.

The max number of detachments is a suggestion, and not set in stone..
But at the 1-2k mark I wouldn't really be seeing many people taking more than 3 detachments (unless they spammed forts)

I could see myself taking 4 or 5 in some instances at the 2k mark...
Does this mean that Tournament Organizers are going to have to guess what is most fun / fair?

I can see them capping it at 3 like the RB suggests
But I can see most people basing their army off the 2 HQ, 3 troop min Option for the +3 CP, then taking 1-2 of the others for the extra CP
The big tax with the detachments is the amount of HQ units that are required which in itself will chew up points
