So... I recently purchased an extra Horus Heresy box set and I really don't want to play 30K rules with all the units. I'm wondering if their are any scholars amongst you who know if any of the current 40K chapters are using older gear. Is there a specific chapter that decided to not upgrade for the idea that perhaps Mk3 or Mk4 power armor was stronger/bettter/etc. I know it might seem odd...

I had originally thought of making the lot Chaos Thousand Sons but they look so different from Rubric Marines, I just couldn't bring myself to do it.

I'd appreciate any feedback.

The original founding Legions would have a good reason to keep using outdated tech, so maybe Imperial Fists, Iron Hands, or Salamanders? Raven Guard went with Mk VI as soon as the could, and White Scars seem to have more Mk VI and VII. Space Wolves, Blood Angels, and Dark Angels seem to do their own thing, and Ultramarines are probably going to be focusing on new stuff what with Guilliman making decisions again.

The Red Scorpions look cool! Bonus they're from Vigil. Haha. This won't work for my Mk3 units though. I have 30+ of them. Would Grey Knights use the older stuff? Or maybe The Custodes had some generic suited marines?

Opinions are not facts please don't confuse the two

Most chapters use old suits of armour, so it wouldn't be too uncommon to have a decent amount of Marines to be in Mk3. In the Heresy, IIRC the Imperial Fists made very good use of the Mk3, so maybe go with them, or one of their many descendant chapters.
