The Primaris marines have different points in the two different books! e.g. Intercessors are 4 points more in the Primaris booklet from Dark Imperium than in the Imperium Index book! Lieutenants are different by 10 points, and the others are mostly different too. Has anyone else noticed this and worked out which one should be used as the correct source?

It might just be one of the leaks has a beta/alpha version of the points.

Yeah, it's weird. I'd assume the index is the 'real' points cost but there is really no way to know for sure. This will lead to chaos and confusion as some people will use costs from one source and others from another. They should clarify this quickly with big flaming letters.

Most likely the starter set boxes were produced and assembled before Index books were locked down and finalized - given the amount of lead time that was needed to get the art+physical assets proofed, produced, packed, and shipped (3/4+ months minimum) to get them delivered on time versus the time it takes to print books (which are simple things); the cost/benefit probably wasn't worth it to intercept, reprint, repack, reship the starter sets.

It doesn't really matter once you have the index. Sure, it's a little difference, but it's not a big one.

I dunno, Inceptors jump from 53 ppm to 75. That's a pretty huge difference. Though, since the Marine codex will likely be out in a flash, we'll see how they're costed in there.

This is my reasoning as well for believing the index prices to be the correct ones, but it is just a hypothesis. After all, on could argue that the starter booklet is in effect a current primaris codex, and thus as more specific publication takes precedence. As both are published at the same time there there is no real way to determine which one is current. In fact, it could be argued that they're both current, and one could use whichever points they like (so using cheapest one for each unit.)

Where can a person find the official answer to this question in writing?

I don't break the rules but I'll bend them as far as they'll go.

Index is the official answer.

People just want cheaper primaris units; sorry, but those rules were printed before everything else was super finalized and entered actual production - it's not a big deal because index trumps quick start guide' and the quick start guide point costs don't change the introduction battle box - they just give you an idea of what to expect.

I dunno, Inceptors jump from 53 ppm to 75. That's a pretty huge difference. Though, since the Marine codex will likely be out in a flash, we'll see how they're costed in there.

Every army has underpriced/overpriced models, s0rry yours happen to be space marines for once.
